James "Jay" Moseley Jr.

Director, Alabama Fusion Center

James S. Moseley Jr. is the Director of the Alabama Fusion Center, focusing on both criminal and terrorist-related information sharing and intelligence analysis. In this position, he oversees daily operations of the Alabama Fusion Center and advises command leadership on issues leading to the enhancement of the organization’s overall mission. Director Moseley began his career in 1986 by enlisting in the Alabama Air National Guard. During his military service, Director Moseley was an aircraft mechanic, Command Post Superintendent and State Human Resources Advisor. While serving in the Alabama Air National Guard, Director Moseley worked for the Alabama Counterdrug Program as a Senior Criminal Analyst for 16 years and was assigned to the Drug Enforcement Administration’s

Montgomery, Alabama office. His contingency deployments include Operations Desert Shield, Desert Storm, Provide Comfort, Southern Watch, Noble Eagle, Enduring Freedom and Iraqi Freedom. In 2012, Director Moseley retired from the Alabama Air National Guard as a Chief Master Sergeant after 26 years of military service. In 2012, Director Moseley began working in the Alabama Fusion Center as a Senior Intelligence Analyst. In 2014, Director Moseley was appointed by the Alabama Secretary of Law Enforcement as the Director of the Alabama Fusion Center and continues to serve in this capacity.

The Alabama Fusion Center reports directly to the Office of the Secretary within the Alabama Law Enforcement Agency. The Alabama Fusion Center’s sub-units include an Intelligence unit, Missing Persons and Cyber as well as agents assigned to all Joint Terrorism Task Forces throughout Alabama. As Director of the Alabama Fusion Center, Director Moseley is responsible for all intelligence operations, information sharing and analysis as well as all missing persons alerts to include Amber alerts, Senior Alerts and Emergency Missing Child alerts within the Alabama Law Enforcement Agency. In addition to the daily responsibilities within Alabama, Director Moseley serves as co-chair of the Southern Shield group of fusion centers as well as serving as a member of the Executive Board of the National Fusion Center Association.
