No. This seminar is applicable to all Esri users regardless of which software platform they use (i.e. desktop, server, mobile, etc.). The majority of the seminar content is focused on best practices and benefits of using ArcGIS Online without requiring the use of ArcGIS Server. Some of the demonstrations will be shown on mobile devices such as the Apple iPad.

The best practices and workflows were demonstrated in ArcGIS 10.

Yes. Everything presented during this seminar can be done using ArcGIS 9.3.1 except for a field editing workflow that uses Feature Services, which were released in ArcGIS 10.
