A Big Program for Small Government

Governments in the United States with populations of 100,000 or fewer can take advantage of the Small Municipal and County Government Enterprise License Agreement (ELA) program. Counties, cities, villages, parishes, townships, and boroughs are eligible.

If you qualify, you can use unlimited amounts of ArcGIS software throughout your organization. The ELA spans three years and follows a tiered pricing schedule that fits into government budgets. Removing financial and administrative barriers will help you quickly achieve an enterprise-wide GIS that improves government operations and service to citizens.

Eligibility

An ELA allows small jurisdictions to pay an annual fixed price in exchange for software, maintenance, services, and training. A three-tiered system for municipalities and counties is based on population.

  • Tier one is for towns and counties with populations fewer than 25,000.
  • Tier two is for cities and counties with populations between 25,001 and 50,000.
  • Tier three is for cities and counties with populations between 50,001 and 100,000.
