Education encourages participation. The new emphasis on inclusion and increasing voter turnout is driving the collection of geocoded voter information on a statewide basis. In the United States, address matching helps ensure accuracy and meets the requirements of the Help America Vote Act of 2002 (HAVA). Worldwide GIS techniques for improving accuracy are being adopted to promote the democratic process.

GIS voter information applications predate HAVA requirements. Maricopa County in Arizona has had a GIS-based voter information and polling place locator available online for more than five years. As part of its robust enterprise GIS, Mecklenburg, North Carolina, identifies and routes voters to polling places. In addition to a polling place locator, the San Bernardino County Registrar of Voters in California makes locating information on any or all electoral districts a simple one-step process.

An Internet-based voter education system powered by GIS allows registered voters to access information, such as their assigned district, polling location, and election results via the Internet from their home computers or the local library.
