The Small Public Safety Enterprise License Agreement (SPS-ELA) eliminates the cost barrier that can impede fully realizing the benefits of Esri software. An ELA allows small public safety jurisdictions to pay an annual fixed price in exchange for software, maintenance, services, and training.
