This map was one in a series of maps for a Department of Juvenile Services reform initiative to reduce the inappropriate placement of youth and ensure that youth's needs are assessed and wraparound services (services that may encompass all areas of a youth's life) are provided. The Thomas J.S. Waxter Nurturing, Impact, and Accountability Program is a 90-day minimum security program for girls providing counseling, conflict resolution, anger management, substance abuse education and therapy, and behavior modification programming.

The map shows the density (by youth home address) of two years of admissions to this program. The density was reclassified into three classes, and a ZIP Code layer was added to assist decision makers in determining where to concentrate their efforts. One hundred three points were geocoded, and of these points, it was determined that 66 percent of youth were from the pink, green, and blue high-density areas around Maryland, while 48 percent came from only the two areas in the city of Baltimore and northern Prince George's County.
