Preliminary Policy Map of the New Jersey State Development and Redevelopment Plan

The State Plan Policy map integrates the critical spatial concepts of the New Jersey State Development and Redevelopment Plan—planning areas, centers, and environs—and provides the framework for implementing the State Planning Act's goals and statewide policies. Each planning area is a large mass of land with tracts that share certain characteristics and strategic objectives. Centers are central places within planning areas where growth should either be encouraged or discouraged depending on the unique characteristics and growth opportunities of each center and the surrounding planning area. Areas outside center boundaries are environs and should be protected from the growth that occurs in centers. Each planning area has specific intentions and policy objectives that guide the application of New Jersey's statewide policies.

The State Plan Policy map has been mapped according to national map accuracy standards. Lines mapped at 1:24,000, the scale of the official maps of the State Plan, are accurate to within 45 feet. These lines are not explicitly correlated with or based on property lines, zoning lines, or political boundaries. Applying the statewide policies through the State Plan Policy map will achieve the goals of the State Planning Act.

Smart Growth Areas

The Smart Growth Areas map displays the Metropolitan State Plan planning area; the Suburban State Plan planning area; State Plan designated centers; urban enterprise zones; and Pinelands regional growth areas, towns, and villages. The State Plan planning area and designated center boundaries were adopted by the State Planning Commission as part of the 2001 New Jersey State Development and Redevelopment Plan. In 2003, the New Jersey Commerce, Economic Growth, and Tourism Commission adopted urban enterprise zones, while the New Jersey Pinelands Commission adopted Pinelands regional growth areas, towns, and villages.
