San Diego is developing a Strategic Framework element within its Progress Guide and General Plan that will serve as a guidepost for general plan updates listing goals and objectives for San Diego's development.

The Progress Guide and General Plan helps the city plan for new facilities such as water and sewer pipes, roads, and affordable housing. The Strategic Framework element will reflect the past but incorporate the desires of today's San Diegans for accommodating growth. Raising the standard of living by attracting high-quality businesses and protecting the environment by implementing the Multiple Species Conservation Program are just two of its goals.

The San Diego Association of Governments (SANDAG) estimates that more than 450,000 new residents will be living in the city in 20 years. This is equivalent to the city's growth over the past 20 years with less than 12 percent of land available to develop.

The city has formed local committees to address several topics for the Strategic Framework such as economic prosperity, urban form and environment, neighborhood quality, regional issues, and public facilities and infrastructure. Public outreach in the form of joint seminars and meetings with the SANDAG, the County of San Diego, and other cities are planned and include sessions with local planning groups. These maps were produced by the planning department's GIS section for use by the citizen committees.
