The Future Land Use map was developed as part of the Comprehensive Plan for Athens--Clarke County and the City of Winterville, Georgia. It is an overall growth and development guide for a 20-year period from 1999 to 2020. The first step was the development of a Concept Land Use Plan that identified in general terms the various types of land uses and their respective locations throughout the community. The approved Concept Land Use Plan was used as the foundation for the creation of the parcel-specific Future Land Use map, which employs a series of more detailed land use classifications to organize the placement of various land uses throughout the county. Incorporated into this set of land use categories were several categories that have not been used before in Clarke County including three mixed-use categories--Community Mixed Use, Neighborhood Mixed Use, and Residential Mixed Use--that were intended to create a mixture of residential and commercial uses. A rural designation was designed to protect the agrarian and largely undeveloped portions of Clarke County. The Future Land Use map is a legal document used in the planning process. |
