California Department of Transportation (Caltrans) has the statutory responsibility to engage in regional transportation planning, which includes the development of transportation corridor concept reports and other planning activities in partnership with other local planning agencies. Caltrans’ goal is a safe, sustainable transportation system that is environmentally sound, socially equitable, economically viable, and developed through collaboration. It provides for the mobility and accessibility of people, goods, services, and information through an integrated multimodal network.
These planning efforts require significant amounts of research and analysis before conclusions can be reached. Various efforts are underway at the state, regional, and local levels to identify appropriate performance measures to evaluate overall system efficiency and for the prioritization of specific transportation improvements. District 4 is developing a methodology to identify the ideal sequence of highway projects that should be implemented based on knowledge of existing bottlenecks, congestion, and intermodal connectivity needs. |
