In some instances, a large amount of water is needed to suppress a large structure fire. The City of Calgary Waterworks pipe data details diameters of all water pipes within the city. By extracting and buffering all pipes that produce 5,000 gallons per minute (GPM) that intersect fire hydrants, the Calgary Fire Department was able to view which structures would be exposed and create a density map based on structure locations.

A need was determined to locate areas of high exposure based on the structures with a predetermined risk factor. These extracted structures were compared to historical fire losses in the area, as well as type of structure, mobility within the structure, and estimated loss, to create an overall risk level. Apparatus moves and proposed rezoning were some options for reducing the loss of higher-risk properties.
