The Calgary Fire Department conducted a standard of response coverage study in 2004 and 2005 to analyze community risk levels, response times, service gaps, staffing levels, station locations, and apparatus needs and to project future requirements based on the National Fire Protection Association 1710 fire industry standard.

This map helped analyze the areas of concern that did not meet the standard. The study found that a growing number of homes in newer communities are beyond the 6-minute range of Calgary’s existing fire station and an increasing number are beyond the 10-minute range for full fire response. In 2004, fire crews responded to only two-thirds of high priority calls within 6 minutes, compared to three-fourths in 2000 and an international industry standard of 90 percent. The study also found that the primary challenge is achieving the critical 6-minute initial fire response to outlying communities.

In 2004, approximately 100,000 people lived in areas with significantly longer response times. Calgary has nearly 12,000 high-risk properties, some currently beyond the 6-minute response target.
