Chula Vista is located in southern San Diego County and encompasses approximately 52 square miles. The city has the eighth-fastest percentage growth rate nationally since the 2000 Census. The Chula Vista Elementary School District is the largest K–6 district in the state of California. The map shown here was produced for the Engineering Department’s Infrastructure Services Division. It is responsible for identifying current and future deficiencies in the city’s pavement, storm drain, wastewater disposal, and street systems.

To aid in its undertaking, the Engineering Department relies on the city’s GIS Division of the Information and Technology Services Department. There are more than 100 layers in the GIS, encompassing the entire spectrum of municipal needs. Of special importance to the Missing Infrastructure project were the street-level geocoded digital images of all city streets that Chula Vista had @City Inc. take. Use of @City Inc.’s iStreetView software to examine these images while using ArcMap 9.1 software to view orthophotos and GIS layers, such as sidewalk, pedramp, and street, sped up the detection of missing infrastructure by virtually eliminating field inspections. It was felt that a community-focused division based on elementary school attendance areas would provide a convenient size allowing all interested parties to discuss priorities. Using symbology and chart tools in ArcMap software, point and linear information was presented as bar charts for each school’s attendance area. This graphic enhancement provided a clear indication of where resources needed to be allocated.
