A GIS Decision Model for Detecting Substandard Housing

This is a decision support model developed by the University of Florida in support of activities of the Alachua County Housing Authority and the Alachua County Board of Commissioners. The model identifies deteriorated housing stock, classifying it by intensity of deterioration into the following categories: High Substandard, Medium Substandard, Low Substandard, and Suspected Substandard. The model also determines a deterioration gradient per one-mile section grid of the Public Lands Survey System, based on a number of substandard and suspected structures per section. A customized interface provides for mapping at a parcel level and for generating address lists by section grid. The model can be used for identification of areas of increasing property structure deterioration and for detection of annual changes and trends in substandard housing. The model is not proprietary.
