Zoning is arguably the most important tool for regulating land development. It is also a key regulatory tool for implementing a city’s comprehensive general plan. In Salinas, California, as in most municipalities and counties, zoning involves establishing regulations that control the type of development (e.g., residential, commercial, or industrial) and property development standards (e.g., building placement, parking, signage). Salinas is divided into 25 zones, or zoning districts, each with different and sometimes overlapping regulations. Communicating this information to the public is very important because zoning affects business expansion, establishes neighborhood standards, and otherwise provides a predictable basis for community change and the regulation of public nuisance. This zoning map consists of zoning districts and “overlay districts” where additional special regulations apply pertaining to flood protection, airport overflights, and architectural design review. These zones are rendered using a combination of colors, polygon boundaries, and map insets, all with the purpose of providing a single and uncomplicated map of where zoning regulations apply.
