This zoning map for the City of Phoenix combines 53 zoning districts into five categories for viewing ease: single family, multifamily, commercial, industrial, and nondevelopable. Phoenix zoning does not recognize streets, parks, or any physical features. For example, within the more than 350 square miles zoned as “single-family residence,” there are numerous physical features that consume space but do not permit housing. To provide reality to this “zoning effect,” park and preserve areas have been added. In some cases these are in areas still owned by the state and are off limits to housing but are still zoned as residential. On the other hand, floodplain areas were added to reveal a physical characteristic that transcends zoning.
