This scenario was developed as a test bed for regional disaster plumes by the City of Berkeley, California. For each of the 16 Web NARAC (National Atmospheric Release Advisory Center) consequence plumes, isoeffect contours were downloaded and vertex densified, background value boundaries estimated, and a tension spline used in ArcGIS Spatial Analyst to create a grid model of the plume. All 16 plumes were summed to support contouring of the combined plumes. Regional National Agriculture Imagery Program (NAIP) and Landsat imagery compiled on a Bay Area Regional GIS Council (BARGC) data server was used as background imagery, and U.S. Census 2000 block population density was used to identify patterns of affected population.
