The City of Seabrook requested that the Harris County Flood Control District create a map displaying a comparison of the ground elevations based on lidar and Base Flood Elevations (BFE) from the new 2004 Preliminary FEMA Floodplains. The map was created for educational purposes to help citizens determine if their property would benefit from an Elevation Certificate, which could result in savings of hundreds of dollars each year in flood insurance.

Cells shown in red on the map represent a ground elevation that is at least one foot above BFE; a structure located in such an area would benefit from an Elevation Certificate. A light green area on the map represents zero to six inches below BFE. Depending on the type of construction and a structure’s slab elevation, an Elevation Certificate would probably result in a reduction in the cost of flood insurance.
