Fueled by six of North Central Texas’ fastest-growing cities, Collin County is one of the state’s fastest-growing counties. The objective of this study was to use GIS to demonstrate a methodology for assessing the need for county redistricting. The population for Collin County was obtained from the U.S. Census for 2000, and the January 1, 2006, projected county population was provided by the North Central Texas Council of Governments. New residential construction data was obtained from the Central Appraisal District of Collin County. The projected population was assigned to each precinct in direct proportion to the increase in new construction.

Evident on this map are growing pains accompanying the county’s intense growth in its attempt to maintain balanced populations for each commissioner’s district. Population growth from 2000 to 2006 has not increased uniformly throughout the county, resulting in severely imbalanced populations among districts.
