The City of Miami is a dynamic and thriving metropolis in southeast Florida. Incorporated in 1896, Miami has undertaken several efforts aimed at managing land intelligently. With experience gained from past struggles, Miami set course on an ambitious initiative that focuses on rezoning the entire city. The city’s answer to the challenge of sustaining itself for generations to come is sharply managed smart growth via an effort known as Miami 21, a blueprint for the 21st century and beyond.

This map portrays the results of work that led to the creation of an initial GIS-based layer representing Miami 21. The zones depicted stemmed from a careful review of the existing ordinance and the conversion from the old code to the new form-based code. Originally received in CAD (computer-aided design) format, this layer has been migrated to a geodatabase model permitting better mapping and analysis capabilities. For the first time, the City of Miami will have a completely redrawn zoning layer originated entirely from digital sources—with benefits such as improved spatial accuracy, topological relationships, and domain-based attribution.
