This map was part of an appeal process protesting some of the flood zone determinations in the newly proposed Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps (FIRM) for 2007. Using drainage modeling, culvert locations, 1-foot contours, lidar data, as-built plans, and lot grading, as well as field measurements and observations, some of the proposed maps for areas throughout the city were appealed. The Sugar Creek/Spartman Branch location was one of these areas. A FEMA review process accepted the City of Plant City's proposed flood zone determination for the area depicted.
