This is a representation of the Transport Oriented Development Plan by the Puerto Rico Highway and Transportation Authority (PRHTA). It is a transportation and land-use plan to increase density in terms of housing, business, and public and private services in areas surrounding the main entrances of the Puerto Rico Urban Train.
As part of this plan, a 500-meter (547-yard) buffer was outlined from each train station, and special zoning considerations were taken into account in order to redefine the public needs. The plan covered the train corridor's effects on housing, security, business operations, and public agencies. The PRHTA, operating under the Department of Transportation and Public Works, was in charge of developing this plan and presenting it to the Puerto Rico Planning Board for approval and implementation.
ArcGIS Desktop 9.2 and 9.3 software products were used to create and manage the data. Cadastral records and orthophotogrammetry were used to set the base layers for the analysis. Actual zoning districts were analyzed to meet the needs of the plan, and the original urban train "as builds" was overlaid to outline the new zoning districts for the final plan. Assisting in this project were Rebecca de la Cruz of the Puerto Rico Planning Board and Lisandra Benitez of the Center for the Collection of Municipal Revenues.
