Orthogonal View of Encroachment of Runways in the JLUS Study Area

St. Clair County

The Scott Air Force Base/MidAmerica St. Louis Airport Joint Land Use Study (JLUS) focused on encroachment and compatible and incompatible land uses in close proximity to the base and an FAA-regulated airport.

The study was GIS datacentric as the planning study area was defined by the intersection of accident potential zones, runway protection zones, noise contours, and a buffer drawn at a distance around the installation’s boundary lines. These zones were used to implement an airport overlay zoning template that addressed potential encroachment, safety, height, and noise considerations based on both military and civilian airport regulations.

This map shows the location of the study planning area (heavier black line) along with land uses from the St. Clair County’s cadastral fabric that could represent possible areas of encroachment. The glide slopes for both runways are superimposed on imagery, land uses, and the JLUS study area.
