As part of its emergency response plan, the City of Houston’s Parks and Recreation Department needed to identify all park properties within both the flood and storm surge inundation zones for Harris County, Texas. The zones include parks, community centers, and maintenance facilities.
After the landfall of Hurricane Ike in 2008, it became especially important for the department to know the location of the properties with regard to the flood and storm surge zones. This facilitates determining which community centers could potentially be used as shelter locations and which maintenance facilities would be required to relocate vehicles and equipment. To assist in decision-making processes, these maps were included in the emergency response handbooks that were distributed to essential personnel within the department.
