New Castle County, Delaware Unveils New GIS Map Viewer

Lancaster, Pennsylvania–The County of New Castle, Delaware, recently redesigned and overhauled its county website as a demonstration of executive commitment to open and transparent government and a desire to provide citizens easy access to on-line public records. A component of this initiative involved the development of a new web-GIS mapping application called "Geographic Information Systems Map Viewer" which provides an intuitive easy-to-navigate user interface combined with powerful search tools to interrogate map content and retrieve public records.

As the County's GIS consultant, geographIT® designed and developed the fully configurable GIS Map Viewer utilizing the ArcGIS® API version 3.7 for JavaScript™. Among its more salient features are the ability to define themes which organize map views by subject category, and configure map layers within the themes, as well as to change color schemes, styles, fonts, logos and banners simply by editing an XML configuration file. The web administrator can easily manage the viewer's content and style without involving a programmer or contracting a vendor. Other key features include multiple print output options from a variety of map size templates, creation of owner/occupant notification mailing lists from property search results, and the ability to associate a variety of hyperlink methods to map features (such as bus schedules linked to bus routes and Computer Aided Mass Appraisal detailed property reports dynamically linked to parcels). The County has used the flexible hyperlink capability as a framework to integrate a variety of public records to map features and even has hyperlinked elements of the viewer's user interface to other county resource web pages.

"To date, public feedback has been overwhelmingly positive, especially with regard to the ease of navigating the interface, searching for properties, and accessing property records and map drawing performance. As the administrator, I particularly like the ease of managing the viewer content through the flexible configuration options."
