ArcGIS users have seamless access to Bing Maps.
ArcGIS 10 and 10.1 for Desktop—You have access to Bing Maps directly from within the ArcMap basemap gallery at no cost for internal use.
ArcGIS 9.3.1 for Desktop—You must first register to access Bing Maps, and can then use Bing Maps at no cost for internal use.
ArcGIS Explorer—Bing Maps are included in the ArcGIS Explorer basemap gallery and are free for all ArcGIS Explorer users.
ArcPad 10—Access to Bing Maps is free for internal use.
ArcGIS 10 and 10.1 for Server—Access to Bing Maps layers (roads, aerial, hybrid) is free for internal use with a limit of 2 million transactions per 4 cores, per year. You must contract directly with Microsoft to use Bing Maps in an external application or to use Bing Maps geocoding or routing.
ArcGIS Web Mapping—If you are using the ArcGIS Web Mapping APIs but do not also have an ArcGIS for Server license, you must contract directly with Microsoft.
Bing Maps Road—Street-level data for 67 countries/regions.
Bing Maps Aerial—Worldwide orthographic aerial and satellite imagery.
Bing Maps Hybrid—Imagery overlaid with roads and labels.
