A Novel Way to Connect Africa\u2019s Geospatial Community<\/h2>\r\nBefore the Africa\u00a0GeoPortal launched in early 2019, there wasn\u2019t anything that really connected the geospatial community in Africa, despite there being a lot of common challenges, according to Pennells."},{"acf_fc_layout":"image","image":377611,"image_position":"right","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"How agricultural problems are solved in Kenya and Ghana is similar, yet how agricultural problems are solved within Ghana and the United States is very different,\u201d said Pennells. \u201cSo\u00a0there\u2019s value in having this as a continental platform.\u201d\r\n\r\nThe Africa\u00a0GeoPortal\u00a0is powered by Esri technology. It comes with content from ArcGIS Living Atlas of the World that\u2019s specially\u00a0curated\u00a0so it relates directly to Africa. Users also get access to ArcGIS Online; apps and analytical tools such as ArcGIS Collector, ArcGIS Survey123, ArcGIS\u00a0StoryMaps, and ArcGIS Insights; and a large selection of Esri\u2019s e-Learning materials.\r\n\r\nBut the unparalleled value of the Africa\u00a0GeoPortal\u00a0comes in the form of community-contributed data.\r\n\r\n\u201cPeople bring in data they might collect at a local or national or continental level, especially if they need a place to store it,\u201d said Pennells. \u201cWe also have governments adding data\u2014so statistical agencies and such that want to expand access to their open data. And then we have broader partners in the geospatial industry, such as the Earth observation initiative Digital Earth Africa.\u201d"},{"acf_fc_layout":"content","content":"

Users Expand on One Another\u2019s Work<\/h2>\r\nThe idea behind the Africa\u00a0GeoPortal\u00a0is to get this community of diverse users to inspire one another and build on each other\u2019s work.\r\n\r\n\u201cIf someone is collecting data on health center locations in Kenya and creates a map to show people where the newest one is, we want other people to see that and take it further, maybe by doing that in Ghana,\u201d said Pennells. \u201cSo\u00a0it\u2019s a combination of people contributing data and Esri giving them space to share their data and inspire other users.\u201d\r\n\r\nOnce users sign up for a complimentary account, they can create data, store it, make maps, and build solutions. For data scientists, the platform has a range of notebook tools. And if users want to learn more about any of this, the Africa\u00a0GeoPortal\u00a0points them to specific e-Learning materials\u2014many of which use data, examples, and scenarios from throughout the continent\u2014that they can use to build their skills.\r\n\r\nNow, if someone wants to take that data on health facilities in Kenya and build an app around it, the person no longer\u00a0has to\u00a0become an app developer to do that. Both the data and tools needed are available on the Africa\u00a0GeoPortal. All that user needs to do is find and download the data, locate the appropriate geospatial tools\u2014such as Survey123 or Collector\u2014to use to fill in any missing data, and then bring that information into a simple app that\u2019s easy to share.\r\n\r\n\u201cWe want to remove the barriers to entry for working with geospatial data that currently exist throughout much of Africa and make it so that people can direct their energy toward building local solutions that help solve local problems,\u201d said Pennells."},{"acf_fc_layout":"content","content":"

Important Themes Are Front and Center<\/h2>\r\nOn the home page, the Africa\u00a0GeoPortal\u00a0highlights big themes that affect most, if not all, of the continent."},{"acf_fc_layout":"image","image":377621,"image_position":"left","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"Resources for responding to the coronavirus disease 2019 (COVID-19) pandemic, for example, have been front and center for most of 2020. Navigating to the subpage, users find official dashboards containing COVID-19 data for African Union member states, as well as for individual countries ranging from Morocco to South Africa. There are also reliable data and tools from independent users, such as a well-trafficked dashboard from a user in Ghana.\r\n\r\n\u201cThis guy had the opportunity to bring the data together how he wanted to present it, highlighting the geographic areas more local to him,\u201d said Pennells. \u201cHis dashboard has received a good number of hits.\u201d\r\n\r\nAnother subsection of the home page spotlights data about the desert locust crisis afflicting the Horn of Africa.\u00a0It\u00a0points users primarily to an open data hub built by the United Nations\u2019 Food and Agriculture Organization (FAO), as well as other datasets on locust swarms, control operations, hot spots, and more.\r\n\r\n\u201cWhat we really want to see for these subtopics is for people to go on and build localized solutions\u2014whether that be local to their geographic problem or local to their particular thematic area\u2014that are based on the authoritative data assembled on the Africa\u00a0GeoPortal,\u201d said Pennells."},{"acf_fc_layout":"content","content":"

Where Everyone Can Find What They\u2019re Looking For<\/h2>\r\nThe site is further broken down into country and organizational pages, where data, examples, and stories are more tightly arranged around specific needs and objectives. Anything from these pages is accessible on the wider Africa\u00a0GeoPortal, and users within the more streamlined geoportals can still access everything that\u2019s on the Africa\u00a0GeoPortal.\r\n\r\n\u201cThese pages allow people to focus on some datasets, but they don\u2019t restrict them from using any of the other content,\u201d said Pennells.\r\n\r\nThe National Office of Technical Studies and Development (known by its French acronym\u00a0BNETD<\/em>) maintains a country-level geo-portal for the Ivory Coast to make its open data more accessible.\r\n\r\n\u201cRight now, we are just publishing data for everyone,\u201d said Fernand\u00a0Bal\u00e9, director of the Geographic and Digital Information Centre (known as CIGN) at BNETD. \u201cBut we are building a network of users in every field\u2014in social, economic, and government fields.\u201d\r\n\r\nBNETD started contributing data to the Africa\u00a0GeoPortal\u00a0about a year ago. But sharing data is just the first step in what it seeks to do."},{"acf_fc_layout":"image","image":377581,"image_position":"right","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"\u201cWe want to build apps in order to help our government and decision-makers make good decisions,\u201d said\u00a0Bal\u00e9. \u201cIn our vision, people could share very smart datasets\u2014accurate data\u2014in order to plan infrastructure or access to education and health centers, to achieve more in the private sector, and so on. We want to build a very powerful geodatabase for our users. We want to show how geographic tools can help improve government programs and people\u2019s lives.\u201d\r\n\r\nBut first, users need access to accurate data\u2014and a lot of it\u2014which, according to\u00a0Bal\u00e9, can be hard to come by right now.\r\n\r\n\u201cIt\u2019s very difficult to have access to maps\u00a0[and]\u00a0satellite imagery in Africa,\u201d he said. \u201cMy big-picture\u00a0[vision for our use of the Africa\u00a0GeoPortal]\u00a0is to be a reference\u2014the place where everyone, every government organization, can find what they are looking for to improve their work, to improve people\u2019s lives, to fight poverty, to fight climate change, and so on.\u201d"},{"acf_fc_layout":"content","content":"

More Widely Accessible Earth Observation Data<\/h2>\r\nAnother organization working to disseminate important geospatial data via the Africa\u00a0GeoPortal\u00a0is Digital Earth Africa, which aspires to make free and open satellite data of the entire continent available in analysis-ready formats.\r\n\r\n\u201cEsri is the GIS package that is most abundantly used, especially in Africa,\u201d said Aditya Agrawal, senior program adviser for Digital Earth Africa. \u201cBeing able to have our data available within the Africa\u00a0GeoPortal\u00a0enables that data to be accessible by more users.\u201d\r\n\r\nThe team at Digital Earth Africa also cares about how its data is being used, which is something it can see through the Africa\u00a0GeoPortal.\r\n\r\n\u201cHow\u2019s it influencing policy and decision-making? What\u2019s the impact being generated by the data?\u201d Agrawal queried. \u201cBeing able to understand how\u00a0[geoportal]\u00a0users are using the data and what outcomes and stories come out of that is going to be the most important part for us and our community.\u201d"},{"acf_fc_layout":"image","image":377591,"image_position":"left","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"One area that Digital Earth Africa is currently focused on is food security. It has tailored some of its satellite imagery so users can visualize land-use change over time.\r\n\r\n\u201cWe\u2019re developing a crop mask for the continent to make\u2026changes in agricultural areas easier to understand at national and local levels,\u201d said Agrawal. \u201cAll the data can be explored via a map viewer, and eventually, we will develop an ecosystem approach where you can access fit-for-purpose apps.\u201d\r\n\r\nThe organization has also used the Africa\u00a0GeoPortal\u00a0to release water-related Earth observation data.\r\n\r\n\u201cOften, villagers have to go to the nearest water body to fill up their pots with drinkable water. Sometimes they\u00a0have to\u00a0walk far distances to find that, and once they get there, they don\u2019t know if there will be water,\u201d said Agrawal. \u201cThe idea behind\u00a0[this imagery and an associated app]\u00a0is to make this process easier for people living in these villages so they can get the water they need.\u201d\r\n\r\nAs more people and organizations join the Africa\u00a0GeoPortal, Agrawal and his colleagues will be curious to see how they use Digital Earth Africa\u2019s data.\r\n\r\n\u201cIt\u2019ll be interesting to see the stories they put on their own pages,\u201d said Agrawal."},{"acf_fc_layout":"content","content":"

Users Evolve the Geoportal in Amazing Ways<\/h2>\r\nIn its less than two years of existence, the Africa\u00a0GeoPortal\u00a0has already morphed into something Esri\u2019s Africa team didn\u2019t expect.\r\n\r\n\u201cIt went from being africageoportal.com to now having all these other parts of the family, such as the country and organizational pages,\u201d said Pennells. \u201cWe saw someone use it to make a\u00a0StoryMaps\u00a0story about their education and how they got into GIS, and that\u2019s proved very popular. We weren\u2019t expecting that, but we love to see it.\u201d\r\n\r\nEsri is committed to supporting users throughout Africa in as many ways as it can.\r\n\r\n\u201cWe are continually amazed at where people are taking the Africa\u00a0GeoPortal\u00a0as a tool and as a community platform,\u201d Pennells
