","pdf":{"host_remotely":false,"file":"","file_url":""},"flexible_content":[{"acf_fc_layout":"content","content":"If someone becomes ill or falls and gets hurt on a 1.14-mile hiking trail in Cold Spring Harbor State Park<\/a> on Long Island, New York, local police officers, firefighters, and emergency medical technicians (EMTs) come to the rescue.\r\n\r\nBut for many years, finding someone who was sick or injured on the hilly, wooded trail could be difficult. The people calling 911 to report medical emergencies often were unable to pinpoint their exact location in the woods. \u00a0\"They [would] just report being on the trail. There was no point of reference. It did leave us with a guessing game,\" said James Garside, a Suffolk County police officer who patrols the area.\r\n\r\nBut thanks to a new system of numbered trail markers erected in the park and a companion map that shows the coordinates of each of those markers, locating someone who is ill or injured has become much easier. Emergency callers can now report the number on the trail marker closest to them. First responders can consult a digital trail map on an Esri Explorer for ArcGIS<\/a> app, created by the town of Huntington<\/a>, to obtain the marker's geographic coordinates and other information that will aid in the rescue.\r\n\r\nThe information the map provides to first responders shaved about 15 minutes off the response time to a medical emergency that occurred on the trail last year, said Garside, who spearheaded the effort to install the trail markers.\r\n\r\nGarside said that on October 15, 2017, a 47-year-old man suffered a heart attack on the trail. The park is a popular, 40-acre area in the town of Huntington, a community of 200,000 people that includes the hamlet of Cold Spring Harbor."},{"acf_fc_layout":"image","image":72392,"image_position":"left","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"The man had collapsed at marker 108, which is one of 15 small signs placed less than one-tenth of a mile apart from each other along the rugged trail surrounded by oak, red maple, American beech, and other kinds of trees. Using her cell phone, the heart attack victim's wife called Suffolk County's Enhanced 911 system and reported the trail marker number, which was posted on the tree that her husband sat slumped under.\r\n\r\nGarside and first responders from the Cold Spring Harbor Fire Department sprang into action. Besides being the officer who patrols the area, Garside is trained as an advanced emergency medical technician (AEMT). He consulted the trail marker map, which is available to him on both the Town of Huntington's Explorer for ArcGIS app and a data terminal in his patrol car.\r\n\r\nOn the map, Garside could see the details that were important to creating a quick response plan: the latitude and longitude coordinates for trail marker 108, the best access point to get to that site, and suggestions as to the type of apparatus (e.g., a rugged terrain vehicle [RTV] and a Mule litter wheel with a Stokes basket) to use to bring out the patient.\r\n\r\nIn 2015, Garside had approached the New York State Office of Parks, Recreation, and Historic Preservation<\/a> (NYS OPRHP) with the idea of installing the trail markers in Cold Spring Harbor State Park. NYS OPRHP assigned a GIS team to map the trail and gather each sign's coordinates.\r\n\r\n "},{"acf_fc_layout":"image","image":78242,"image_position":"right","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"The Cold\u00a0Spring\u00a0Harbor\u00a0Fire Department\u00a0then sent a team in to walk the trail and create its own response determinates. These included\u00a0a description of the\u00a0best place to\u00a0access\u00a0the trail to get to each marker location\u00a0(e.g.,\u00a0the south or north end of the trail or a\u00a0residence\u00a0specified as being \"near\u00a0the\u00a0barn\", the\u00a0type of equipment\u00a0suited\u00a0to\u00a0the terrain at that site, and the best extrication point.\u00a0That information was then added to the trail marker map.\u00a0<\/span>\r\n\r\n\u00a0<\/span>In the case of the heart attack victim, the best access point\u00a0to reach him\u00a0was through private property\u00a0in\u00a0the 200 block of Harbor Road\/New York State Highway 25A.\u00a0When\u00a0 Garside\u00a0 arrived\u2014carrying his medical\u00a0equipment\u00a0and\u00a0a Physio-Control\u00a0LIFEPAK\u202f12 portable cardiac monitor\u2014the property owner was helpful.\u00a0\u00a0<\/span>\"He was pointing me in\u00a0the right direction [toward the trail],\"\u00a0Garside said.\u00a0<\/span>\r\n\r\nGarside said\u00a0he reached the heart attack victim's side in\u00a05\u00a0minutes,\u00a0whereas\u00a0the typical response time without the accurate trail marker information\u00a0would\u00a0have been about 15 minutes.\u00a0\u00a0<\/span>\r\n\r\nTo bring out the heart attack victim, the Cold Spring\u00a0Harbor\u00a0Fire Department\u00a0used a Mule litter wheel\u2014the recommended equipment listed on the Town of Huntington's Explorer for ArcGIS app.\u00a0<\/span>"},{"acf_fc_layout":"image","image":78802,"image_position":"left-center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"But\u00a0first,\u00a0Garside\u00a0obtained an EKG reading\u00a0from the\u00a0man and sent\u00a0the readout\u00a0to a nearby hospital emergency room. The staff there studied it and called in a cardiac care team\u00a0so\u00a0that\u00a0the physicians and nurses could be in place and\u00a0ready when the patient arrived at the hospital.\u00a0\u00a0<\/span>\r\n\r\n\u00a0<\/span>The\u00a0trail\u00a0signs, the\u00a0information available via the Explorer for ArcGIS\u00a0app,\u00a0the\u00a0rescue equipment, and the mobile medical technology\u2014along\u00a0with the\u00a0efforts of the\u00a0first\u00a0responders,\u00a0of course\u2014all helped\u00a0provide\u00a0a happy ending to the story.\u00a0<\/span>\r\n\r\n\u00a0<\/span>\"It's a blend of old technology with signs,\u00a0mixed together with new technology.\u00a0It worked\u00a0well,\"\u00a0Garside said.\u00a0\"It did save that man's life.\"\u00a0<\/span>"},{"acf_fc_layout":"image","image":78522,"image_position":"left-center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"NYS OPRHP's\u00a0map of the trail<\/a>, which\u00a0displays markers 101 through 115 along with each sign's coordinates,\u00a0has been\u00a0posted at a kiosk in Cold Spring Harbor State\u00a0Park.\u00a0Visitors can\u00a0download a PDF of the map\u2014with the trail marker numbers and coordinates on it\u2014to their smartphones\u00a0by scanning\u00a0the\u00a0map's\u00a0QR\u00a0Code\u00a0at\u00a0the\u00a0kiosk.\u00a0\u00a0<\/span>\r\n\r\nThe spatial data<\/a> from that project, along with the information from the Cold Spring\u00a0Harbor\u00a0Fire\u00a0Department, was\u00a0shared with the Town of Huntington. The town's GIS manager,\u00a0Dave Genaway,\u00a0said he was alerted to the data by Huntington\u00a0chief fire marshal\u00a0Terry McNally.\u00a0\u00a0<\/span>\r\n\r\n\u00a0<\/span>"},{"acf_fc_layout":"image","image":78562,"image_position":"left-center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"Genaway said the\u00a0trail marker\u00a0data was added as a feature layer to the Huntington Fire Preplan\u00a0application,\u00a0hosted\u00a0via the town's\u00a0ArcGIS Online<\/a>\u00a0organizational account. The Huntington Fire Preplan\u00a0app\u00a0contains information about\u00a0the town's\u00a0buildings\u00a0(e.g.,\u00a0roof materials, known hazards,\u00a0and\u00a0floor plans), which\u00a0helps\u00a0firefighters plan their response to fires or other emergencies.\u00a0The\u00a0preplan\u00a0and trail marker\u00a0information also is available to\u00a0local\u00a0firefighters\u00a0and first responders\u00a0via the Explorer for ArcGIS mobile app.\u00a0<\/span>\r\n\r\n\u00a0<\/span>Genaway said that when\u00a0users\u00a0click on\u00a0a\u00a0trail marker\u00a0on\u00a0the\u00a0map\u00a0in\u00a0the Explorer for ArcGIS app (or ArcGIS Online),\u00a0the latitude and longitude for that marker appear.\u00a0\"[This]\u00a0also shows which access point they can use to get to that trail marker in [the most] efficient way,\"\u00a0he said.\u00a0\u00a0<\/span>"},{"acf_fc_layout":"image","image":78822,"image_position":"left-center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"Garside hopes\u00a0that the trail marker system\u00a0can\u00a0be duplicated in other parts of the state in the future.\u00a0But for now, the police officer is pleased that Cold Spring Harbor State Park will be a little safer for hikers and runners. He said that he came up with the idea for the trail marker system after\u00a0a man\u00a0had a close call while\u00a0walking on the trail with his wife in 2015.\u00a0<\/span>\r\n\r\n\"It was National Trails Day, the first weekend in June,\"\u00a0Garside said.\u00a0\"That\u00a0[incident]\u00a0was the straw that broke the camel's back.\"\u00a0<\/span>\r\n\r\nThe\u00a0hiker\u00a0had\u00a0fainted on the trail due to a heart condition. His wife called 911 but had no idea exactly where on the trail they were located.\u00a0\u00a0<\/span>\u00a0<\/span>\"When you are on the trail, to the right or left you see woods,\"\u00a0Garside said, adding that\u00a0the terrain, with steep hills and many\u00a0trees, makes\u00a0it hard\u00a0for people\u00a0to stay well-oriented.\u00a0\u00a0<\/span>\r\n\r\n\u00a0<\/span>Garside\u00a0said it took about 10 or 15 minutes to find the\u00a0ill\u00a0man on the trail,\u00a0which is basically a footpath and not accessible by ambulance.\u00a0Other hikers on the trail tried their best\u00a0to help\u00a0but\u00a0were\u00a0unable to give first responders a good estimate of how far down the trail the man and his wife were located.\u00a0<\/span>\r\n\r\n\u00a0<\/span>Garside's\u00a0inspiration: the interstate highway\u00a0signs in New York that include exit numbers.\u00a0\"I just thought,\u00a0there's got to be a better way\u00a0[that] would take the guesswork out of it,\"\u00a0Garside
