One of those new opportunities\u2014community contact tracing\u2014offers a technology-driven update to traditional methods.\r\n\r\nFirst, what is contact tracing? It starts with the understanding that a person\u2019s risk of contracting a virus relates directly to their exposure to other people who are already infected. Contact tracing is a powerful public health tool professionals use to break disease transmission chains, keeping people and populations safer from disease spread. Contact tracing involves a comprehensive process that begins with interviewing those infected with a contagious or communicable disease\u2014someone who is a confirmed Case.\r\n\r\nThe confirmed Case is interviewed by a person trained to empathetically ask a series of questions about others they have come into contact with over a specified time period. These Contacts are then interviewed to assess symptoms, collect additional information about their exposure, offer resources for testing, and help support the Contact\u2019s quarantine, ensuring a safe, sustainable and effective isolation to prevent additional transmission.\r\n\r\nConventional contact tracing has been a manual process. The Centers for Disease Control and Prevention (CDC) published a standard form and methodology, specifically for the COVID-19 response. Unfortunately, the established process does not typically include the systematic capture of useful location information. However, as an outbreak evolves to become a pandemic, transmission advances to community spread\u2014a situation where people infected are not sure how or where they contracted the virus. This is where a location-focused approach can help.\r\n\r\nThe coronavirus disease 2019 (COVID-19) pandemic is certainly in the community spread phase. And yet, public health authorities around the world are calling for contact tracing to be scaled to an unprecedented level, supporting continued efforts to prevent further spread of the virus. If this effort is to be successful, we\u2019ll all need to think differently.\r\n\r\nAt Esri, we believe the person-to-person approach, inherent in traditional contact tracing, should be expanded to include person-to-person-to-place\u2014a simple innovation with big returns. Including place makes sense in our highly complex, highly mobile and interconnected world. All that is required is the location enablement of contact addresses and community locations during the data collection process.\r\n<h3><strong>Benefits of Community Contact Tracing<\/strong><\/h3>\r\nBy adding location information to contact tracing, public health analysts will be able to perform <a href=\"https:\/\/www.esri.com\/en-us\/location-intelligence\/overview\">location analytics<\/a> to illuminate the places where viral spread is happening outside of direct and prolonged contact between two individuals."},{"acf_fc_layout":"image","image":352301,"image_position":"center","orientation":"horizontal","hyperlink":"https:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/2020\/06\/CCT_Figure_2_Centrality-1.png"},{"acf_fc_layout":"content","content":"Tools like link analysis and centrality can identify places that may connect Cases and Contacts otherwise unknown to one another. For example, maybe the person who is a confirmed Case shops at the same home improvement store as a Contact. Location enablement includes managing data in a system of record and digitizing and streamlining data collection. Location analytics involves examining collected data to quickly identify potential contacts and determine where specific cases might originate. Several supporting processes require a location lens. For example, many jurisdictions do not have sufficient contact tracers to meet the need. To be most effective, they could use geography to strategically conduct contact tracing efforts in the highest risk places.\r\n\r\nWhen a Contact is notified of their exposure to a Case, the first recommendation will be to get tested. Resource locators, like the one built by <a href=\"https:\/\/www.esri.com\/about\/newsroom\/blog\/giscorps-builds-covid-19-testing-sites-map\/\">URISA\u2019s GIS Corps<\/a> help direct people to their nearest testing center. As Contacts self-quarantine, some may need assistance finding safe shelter, food options, and health resources. Public health professionals may need to stand up new resources in their locale. Geographic analysis can assist by making connections between population need, available resources, and local accessibility in a process known as <a href=\"https:\/\/www.youtube.com\/watch?v=tLO1T55Orac\">location-allocation<\/a>.\r\n\r\nMap-based dashboards, such as the famous <a href=\"https:\/\/www.arcgis.com\/apps\/opsdashboard\/index.html#\/bda7594740fd40299423467b48e9ecf6\">Johns Hopkins University dashboard<\/a>, bring real-time and near real-time information to the fingertips of leaders. Using key indicator data for contact tracing, leaders can see how many Case interviews are performed within 24 hours of a positive test report, how many Contacts have been tested and how many are
