The spike was particularly pronounced in the state\u2019s northernmost counties, which form the southern edge of the Cincinnati metro area. By early August, the region was experiencing its highest weekly caseload since the pandemic had begun, and the daily case count had doubled.\r\n\r\nOf course health statistics alone don't provide a complete picture of COVID-19\u2019s effect on communities; the pandemic also causes economic fallout, a negative feedback loop of shuttered businesses and increased unemployment.\r\n\r\n\u201cIt\u2019s not just about a major plant shutting down,\u201d said Kevin Hogue, a geographic information system (GIS) specialist with Kentucky\u2019s Commonwealth Office of Technology (COT). \u201cIt\u2019s also the places people go to eat lunch, and the gas stations, and everything else that gets affected by the closing.\u201d\r\n<h3><strong>The Economic Toll of COVID-19 on Kentucky<\/strong><\/h3>\r\nRecently, the Northern Kentucky Health Department reported three of the four counties under its jurisdiction experiencing community spread. Kenton County was the hardest hit, with a total caseload that topped 1,000, but Boone and Campbell Counties had the <a href=\"https:\/\/local12.com\/news\/local\/northern-kentucky-coronavirus-numbers-surge-along-with-rest-of-state-cincinnati\">fastest rates<\/a> of infection. Grant County, also under the department\u2019s purview, had comparably fewer cases, but had just recorded its own milestone, with total cases reaching\u00a0<a href=\"https:\/\/www.grantky.com\/content\/covid-19-cases-hit-triple-digits-grant-co\">triple digits<\/a>.\r\n\r\nIn March of this year, as the pandemic was gaining force, a group of IT and GIS experts with the state convened to discuss ways they could contribute. \u201cDuring those early discussions, one of the things we talked about was creating a kind of map series or hub site with different focus areas,\u201d said Kent Anness, GIS manager of Kentucky\u2019s Division of Geographic Information. \u201cWe decided we needed an economy tab.\u201d\r\n\r\nKentucky\u2019s economic development experts were thinking along similar lines. They knew federal aid would be necessary. As they gathered datasets, they realized a visual component could bolster their case. And since much of the data was public information, they decided a <a href=\"https:\/\/statelocal.maps.arcgis.com\/apps\/opsdashboard\/index.html#\/91e02768ae3a4f31a7e0a7fb300d46b0\">COVID-19 Economic Impact Dashboard<\/a>, developed by Hogue could give Kentuckians context for what they were experiencing."},{"acf_fc_layout":"image","image":369082,"image_position":"center","orientation":"horizontal","hyperlink":"https:\/\/statelocal.maps.arcgis.com\/apps\/opsdashboard\/index.html#\/91e02768ae3a4f31a7e0a7fb300d46b0"},{"acf_fc_layout":"content","content":"\u201cPeople are hungry for information right now, and they\u2019re out there looking for all sorts of things,\u201d said Jennifer Schenkenfelder, sites and buildings coordinator for the state\u2019s Cabinet for Economic Development and also the group\u2019s resident GIS specialist.\r\n\r\nOnce the public-facing dashboard was established as a place for people to find the health-care information they need, Schenkenfelder said it was a clear pivot to add economic information to the site.\r\n\r\n\u201cThey\u2019re so used to hearing about the health-related end that when they discover the ability to look at it from an economic perspective\u2014the infographics, the vulnerability index, all that stuff\u2014they discover a different angle on the pandemic,\u201d she said.\r\n<h3><strong>Patterns of Vulnerability<\/strong><\/h3>\r\nThe <a href=\"http:\/\/www.chmuraecon.com\/interactive\/covid-19-economic-vulnerability-index\/\">vulnerability index<\/a>, developed by labor market data company Chmura, is key to the site\u2019s utility. Its formula assigns a value of 100 to represent average US job loss. Based on an area\u2019s major employment sectors, and how likely they are to be disrupted by the pandemic, any score over 100 represents an increased likelihood of job disruption in the near future."},{"acf_fc_layout":"image","image":369092,"image_position":"center","orientation":"horizontal","hyperlink":"http:\/\/www.chmuraecon.com\/interactive\/covid-19-economic-vulnerability-index\/"},{"acf_fc_layout":"content","content":"Kentucky\u2019s Economic Impact Dashboard contains two state maps that display unemployment rates and vulnerability index figures by county. A glance at the ranked list of vulnerability figures reveals that Kentucky has so far weathered the pandemic\u2019s economic effects relatively well. Of the state\u2019s 120 counties, only 20 have a score above 100. Even among those 20, the unemployment rate is only slightly higher than the statewide average.\r\n\r\nBut, a look at the dashboard\u2019s data presented in both list and map formats communicates a more troubling reality for northern Kentucky. The map reveals a cluster of vulnerability at the top of the state. The two counties with the fastest rates of infection\u2014Boone and Campbell\u2014are in the top 5 for vulnerability numbers. Grant County, despite its lower number of cases, also places in the top 5. Conversely, although Kenton County is the regional leader for cases, it scores below 100, signaling predicted lower-than-average job loss.\r\n<h3><strong>A Glimpse into the Future<\/strong><\/h3>\r\nThe upshot, presented in a format that is easy for even a casual user to grasp, is that northern Kentucky\u2019s health crisis and future economic fortunes are intertwined. And none of that has stopped.\u201d\r\n\r\nWhen a business is considering locating its operations in Kentucky, Schenkenfelder often arranges site visits. With adequate social distancing, those are still possible, but virtual visits are increasingly the norm. \u201cThat\u2019s where a lot of our GIS stuff comes into play,\u201d she explained.\r\n\r\nKent Anness, GIS manager for Kentucky\u2019s Division of Geographic Information, manages high-resolution topographic lidar maps of the state. They came in handy recently when the Cabinet organized a virtual site visit for the freight train operator CSX Transportation. The company wanted to know if it could connect a rail spur to a specific building pad already under construction. The elevation data provided the necessary information.\r\n\r\nIf a company wants to gain a greater contextual awareness when considering a site, Schenkenfelder can use GIS software to display various
