Road safety is a national priority. \"Traffic crashes cost tens of thousands of American lives a year\u2014a national crisis on our roadways\u2014and everyone has an important role to play in addressing it,\u201d said US secretary of transportation Pete Buttigieg in February 2023 at the launch of a call to action<\/a>. \u201cToday we are asking all Americans\u2014including private industry, nonprofit and advocacy organizations, and every level of government\u2014to join us in acting to save lives on our roadways.\u201d<\/p>\r\n In Louisville, Kentucky, the government has made a commitment to end road fatalities by 2050. To start this initiative, staff used geographic information system (GIS) technology to identify high-risk locations based crash analysis and roadway design. These locations were then compared to data on vulnerabilities in communities. The conclusion is this: Harm has happened at higher rates in disadvantaged areas.<\/p>\r\n This data and accompanying maps then became Louisville\u2019s call to action. The analysis appeared in the city's Safe Streets and Roads for All<\/a> (SS4A) grant application, developed in partnership with the Kentucky Transportation Cabinet and Palmer Engineering. It\u2019s the foundation for a lot of our decision-making.\u201d<\/p>\r\n\r\n When Louisville merged with Jefferson County in 2003, Kentucky\u2019s largest city doubled its population, and its area grew sixfold. GIS helped the government come to terms with its larger size. The GIS team gathered data to provide the new picture of residents and services.<\/p>\r\n The city\u2019s department of public works mapped traffic fatalities and suspected serious injuries. It found that more than 900 people had lost their lives on Louisville\u2019s roadways since 2014, including 185 pedestrians. Staff then looked at hot spots and patterns.<\/p>\r\n This awareness of fatalities and serious injuries led the city council to pass its Vision Zero Louisville ordinance<\/a>. It marked a shift from the conventional reactive approach to traffic incidents. It often adds a dedicated left-turn lane and provides enhanced mobility and access for all road users.<\/p>\r\n\r\n When the Vision Zero Louisville ordinance passed in 2022, Claire Yates, a transportation planner, became the first program manager dedicated full-time to Vision Zero. Early on, she placed an emphasis on communicating using maps and visualizations.<\/p>\r\n She mapped 16 priority locations<\/a>, using maps to help leadership understand the changes needed. Louisville staff wanted to modernize how they tell the story of where incidents occur. Crash data is critical, but it doesn\u2019t encompass the entire story. GIS seeds solutions by providing greater context.<\/p>\r\n \u201cWe have a lot of elected leaders to answer to and a lot of priorities,\u201d Deatherage said. \u201cWe can\u2019t fund everything at once. We\u2019re trying to leverage technology in a way that helps us be more transparent to the public. We also want the public to give input on what we should focus on.\u201d<\/p>\r\n Data analysis of potential road safety projects incorporated data from US DOT, the Kentucky Transportation Cabinet, and internal sources. It includes safer people, safer vehicles, safer speeds, safer roads, and postcrash care.<\/p>\r\n \"We must do everything in our power to make our roads safer for everyone, regardless of how you travel,\u201d said Louisville mayor Craig Greenberg in a statement. \u201cVision Zero is a new way of thinking, and it is achievable.\u201d<\/p>\r\n With projects in place to construct safer roads, Vision Zero Louisville next focused on safer speeds.<\/p>\r\n \"We identified and filtered the highest posted speed limits and evaluated them for crash reduction,\u201d Yates said. A preliminary audit identified seven stretches where the posted speed limit was above 35 miles per hour. From 2016 to 2022, four people were killed and 27 people were seriously injured on those stretches.
