Hawaii\u2019s Department of Law Enforcement is now pioneering the use of virtual reality\u2014using geographic information system (GIS) technology to build a geospatial\u00a0<a href=\"https:\/\/www.esri.com\/en-us\/digital-twin\/overview\">digital twin<\/a>\u2014to enhance security and situational awareness. They leverage the virtual representation of reality to protect Hawaii\u2019s state capitol, one of the nation\u2019s most accessible government buildings, and address the unique challenges of policing across multiple islands.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Building America\u2019s Last State Police Force<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Hawaii holds a distinctive place in American law enforcement history. It was the only state without a dedicated state police force until 2023. Its Department of Law Enforcement emerged from a legislative effort to consolidate law enforcement functions under a single cabinet-level director.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cWhenever there was a critical incident, there would be multiple chiefs that had to respond, and there was no true decision-maker,\u201d Asuka said. The consolidation streamlined the command structure where Governor Josh Green could turn to one law enforcement director\u2014Mike Lambert\u2014for all state-level public safety issues.<\/p>\r\n<p style=\"font-weight: 400;\">Lambert, a 21-year veteran of the Honolulu Police Department with experience ranging from narcotics to community outreach, brought a wealth of expertise to building the department. His background in narcotics and vice investigations, combined with his understanding of Hawaii\u2019s unique security challenges, positioned him to lead an agency that could learn lessons from other states while embracing innovative approaches.<\/p>\r\n<p style=\"font-weight: 400;\">Starting fresh also allowed the department to make strategic technology investments from day one.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cThe legislature gave us a significant budget to invest in technology,\u201d Asuka said, \u201cand part of the early stages was going to other law enforcement agencies to see what they\u2019ve done, what was available, the mistakes they\u2019ve made and how we could potentially avoid those.\u201d<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Open Access at the Capitol <\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">The Hawaii State Capitol presents a unique security challenge. It opened in 1969 with a statutory requirement to be surrounded by water, carried out as reflecting pools, to symbolically reflect the islands. The building also maintains an open-access philosophy, one that often clashes with modern security realities.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cWe have the most accessible capitol in the nation by far. It\u2019s the one place you don\u2019t have to put your bags through X-ray machines,\u201d Asuka said. Visitors pass through minimal metal detection and aren\u2019t asked about their destinations. While actual threats remain limited, the perceived threat level has increased, with some legislators requesting 24-hour security details and panic buttons following social media threats.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cFor elected officials, it\u2019s mostly the perceived threat,\u201d Asuka said. \u201cWhen someone online says, \u2018I\u2019m going to kill you over this vote,\u2019 legislators take that seriously.\u201d<\/p>\r\n<p style=\"font-weight: 400;\">This is where digital twin technology offers a sophisticated solution, allowing the department to enhance security while maintaining the capitol\u2019s welcoming atmosphere.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Virtual Reality Meets Real-World Response<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">The digital twin of Hawaii\u2019s state capitol is a detailed virtual replica that integrates live camera feeds, IoT sensors, and real-time data streams. Using Meta Quest VR headsets, law enforcement officials can navigate through the building virtually, observing actual conditions without their physical presence.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cWe use the Meta 3 goggles to fly around in our digital twin right now at the state capitol,\u201d Asuka said. The technology serves multiple purposes: training simulation, emergency planning, and real-time situational awareness during critical incidents.<\/p>\r\n<p style=\"font-weight: 400;\">For emergency response, the system transforms how administrators manage crises. \u201cUpon alert of an emergency, all they do is put the goggles on and they see what\u2019s happening firsthand at the scene without having to traverse anywhere,\u201d Asuka said. \u201cHaving immediate access on the scene is, as an administrator, a lot better than having to worry about traveling to a destination.\u201d<\/p>\r\n<p style=\"font-weight: 400;\">Lambert has emphasized how this technology enhances operational awareness beyond traditional security measures. \u201cWhen integrated with detection hardware, it can increase an operator\u2019s awareness of movement patterns and identify security weaknesses,\u201d Lambert said, noting that the virtual models enable comprehensive scenario planning and forensic reconstruction capabilities.<\/p>\r\n<p style=\"font-weight: 400;\">The system is currently modeling evacuation routes for the governor and lieutenant governor, including separate protocols for executive protection teams and staff members. The digital twin helps coordinate seating arrangements in legislative chambers and optimize emergency response procedures\u2014all without disrupting daily operations or revealing security measures to potential threats.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Island-Hopping Training Revolution<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Hawaii\u2019s geography creates unique logistical challenges for law enforcement training. Officers can practice complex scenarios virtually from their hometowns, then execute coordinated responses when needed for actual events.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Gaming Culture Meets Recruitment Crisis<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Hawaii\u2019s Department of Law Enforcement also sees digital twin technology as a recruitment tool. \u201cYoung people aren\u2019t going into policing these days,\u201d Asuka said, citing the impact of high-profile incidents and increased scrutiny on law enforcement.<\/p>\r\n<p style=\"font-weight: 400;\">The gaming-inspired technology appeals directly to potential recruits. \u201cIt attracts a younger generation that grew up playing video games. It helps show how we solve crimes with technology, with less brute force than in the past,\u201d Asuka said.<\/p>\r\n<p style=\"font-weight: 400;\">This strategy addresses a nationwide policing crisis, positioning the department as an innovative employer that values technological sophistication.<\/p>\r\n<p style=\"font-weight: 400;\">Plans for digital twins in Hawaii include creating a comprehensive virtual model of a square mile in Waikiki\u2014Hawaii\u2019s premier tourism district that generates approximately 30 percent of the state\u2019s revenue.<\/p>\r\n<p style=\"font-weight: 400;\">Working with the Waikiki Business Improvement District, the department aims to integrate hotels, vendors, and businesses into a coordinated security network. \u201cWe're looking at how we use the digital twin technology, different types of IoT sensors in the area, drones, and cameras to be able to create an experience that people want to return to on an annual basis,\u201d Asuka said.<\/p>\r\n<p style=\"font-weight: 400;\">The goal mirrors successful models in Las Vegas and Miami Beach where comprehensive surveillance and coordinated law enforcement create safe tourism environments. \u201cPretty much if you\u2019re going to commit a crime, just don\u2019t do it here because you\u2019re going to get caught,\u201d Asuka said of the intended message.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Managing Innovation and Perception<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Lambert has made transparency a priority in implementing new technologies. \u201cThe director is always in the media explaining why we\u2019re using technology and then what the long-term use cases are going to be,\u201d Asuka said. This proactive approach helps manage public perception during an era of heightened scrutiny around police technology adoption.<\/p>\r\n<p style=\"font-weight: 400;\">The department has navigated potential controversies by focusing on clearly beneficial applications like digital twins while avoiding more sensitive technologies like facial recognition.
