Elevated blood pressure, high blood glucose levels, and obesity are the top three metabolic factors globally that lead to premature death, particularly from cardiovascular disease and diabetes, according to the World Health Organization (WHO).<\/p>\r\n<p style=\"font-weight: 400;\">PAHO\u2019s effort in Paraguay began with upgrades to 31 health facilities in the Canindey\u00fa region, where about 250,000 people live, some 38 percent in poverty. Data, especially geospatial data, drove decisions about where to build new facilities or improve others.<\/p>"},{"acf_fc_layout":"image","image":768775,"image_position":"center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"<h3 style=\"font-weight: 400;\"><strong>Determining Where Needs Are Greatest<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">PAHO, a part of WHO, has been using geographic information system (GIS) technology to identify needs, existing resources, population centers, and more.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cTo every health challenge you have, location matters,\u201d said Thiago Augusto Hernandes Rocha, PAHO\u2019s data science advisor. Rocha said GIS is supporting each of PAHO\u2019s five strategic objectives across the Americas: targeting immunizations, minimizing maternal deaths, making primary care more accessible, improving care for noncommunicable diseases, and helping ensure digital connectivity where health improvements are made. That has included monitoring the presence of antibodies in a population to determine whether an area was free of a disease, or if people needed vaccines. GIS has also helped local researchers visualize where and when maternal deaths in childbirth were happening, to better understand where to dedicate specialized resources, training, and medical equipment to safeguard pregnant women.<\/p>"},{"acf_fc_layout":"image","image":768774,"image_position":"center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"<p style=\"font-weight: 400;\">In Canindey\u00fa, the organization created an <a href=\"https:\/\/www.arcgis.com\/home\/item.html?id=ed99500b63c640f1a7979eac97c0aec9\">accessibility index<\/a> using GIS to find populations with limited access to primary health care services.<\/p>\r\n<p style=\"font-weight: 400;\">Often, mapping existing health care facilities can be the first and largest challenge. What was different this time was the level of interest from Paraguay\u2019s leaders. They had noticed PAHO\u2019s work in Canindey\u00fa. The country\u2019s minister of health wanted to expand the effort nationwide and supplied the necessary data, including the locations of about 950 existing facilities.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cThey got really excited about the possibility of using GIS to support policymaking and drive interventions to address real-world problems,\u201d Rocha said.<\/p>\r\n\r\n<h3 style=\"font-weight: 400;\"><strong>Assessing All of Paraguay\u2019s Health Needs<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Beginning in January 2024, PAHO spent 12 months researching where underserved populations lived, building up evidence to support the large investment that would need to be made.<\/p>\r\n<p style=\"font-weight: 400;\">That included checking the list of current facilities and their locations. Then, they analyzed satellite imagery with <a href=\"https:\/\/www.esri.com\/en-us\/geospatial-artificial-intelligence\/overview\">geospatial AI<\/a> to estimate population distribution. Finally, PAHO\u2019s health analysis team, together with Paraguay's PAHO country office, layered epidemiological data on the map to see where maternal mortality, hospitalizations, and rates of diabetes and hypertension were highest. The results showed where people were in need but had no medical facilities within a reasonable driving or walking distance. Using deep learning methods, PAHO\u2019s team then determined where there would be space to build a primary care facility in areas with existing electricity and access to transportation.<\/p>\r\n<p style=\"font-weight: 400;\">Through that process, PAHO planners determined that 556 new medical facilities were needed. Those new locations could assist 1.36 million people, or approximately 18 percent of Paraguay\u2019s total population that didn\u2019t have access to care before.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cWe were only able to do this in Paraguay because we got the country\u2019s support,\u201d Rocha said. He hopes that by sharing this story, more countries might share Paraguay\u2019s enthusiasm for GIS maps and analysis to assist in improving public health outcomes.<\/p>\r\n<p style=\"font-weight: 400;\">\u201cIt\u2019s much easier to get the country\u2019s support once you show them what can be done,\u201d he said.<\/p>"},{"acf_fc_layout":"image","image":768776,"image_position":"center","orientation":"horizontal","hyperlink":""},{"acf_fc_layout":"content","content":"<h3 style=\"font-weight: 400;\"><strong>Creating a List of Health Facilities and Their Locations Worldwide<\/strong><\/h3>\r\n<p style=\"font-weight: 400;\">Rocha said it can be challenging to get the right momentum to turn data into tangible, practical solutions. This time, they had the technology, the data, and the national commitment to make the most of the analysis. \u201cEverything aligned,\u201d he said.<\/p>\r\n<p style=\"font-weight: 400;\">PAHO\u2019s larger aspirations are focused on creating an accessibility index across the Americas to find more underserved populations who would benefit from nearby medical facilities. Beyond the Americas, PAHO and others at WHO are supporting the development of a Geolocated Health Facilities Data initiative that would help in creating a list of health facilities worldwide.<\/p>\r\n<p style=\"font-weight: 400;\">Knowing where current health facilities exist is foundational to knowing where to make investments for future needs. That wait ended recently with the launch of the <a href=\"https:\/\/apps.dhis2.org\/app\/fdb63534-ab28-43a1-af93-02f57110f234\">DHIS2 to ArcGIS Connector App<\/a>.<\/p>\r\n&nbsp;\r\n<p style=\"font-weight: 400;\">This new tool represents three years of collaboration between Esri developers and the open-source DHIS2 community, which manages health data for organizations worldwide. DHIS2 users can now establish live connections to <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-enterprise\/overview\">ArcGIS Enterprise<\/a>, instantly transforming health statistics into the kind of powerful geographic visualizations that guided PAHO\u2019s work in Paraguay.<\/p>\r\n&nbsp;\r\n<p style=\"font-weight: 400;\">The connector addresses a fundamental need that PAHO encountered in Paraguay: bridging the gap between tabular health data and geospatial analysis. It makes this data visual and actionable for any organization using DHIS2, whether they\u2019re tracking vaccination coverage, monitoring maternal mortality, or planning facility expansions like those in Canindey\u00fa.<\/p>\r\n&nbsp;\r\n<p style=\"font-weight: 400;\">With global health systems under unprecedented pressure, organizations need tools that transform data into immediate insights. Instead of wondering where the next health facility should go, officials can visualize patient flows, identify service gaps, and model intervention impacts\u2014all from data contained within the
