How can we be better prepared?<\/em><\/strong><br \/>\nPopular opinion pointed to the <a href=\"http:\/\/en.wikipedia.org\/wiki\/2013%E2%80%9314_North_American_cold_wave\" target=\"_blank\">2014 Polar Vortex<\/a> as a one-time event. The wind, ice, and snow brought by that harsh winter weather was responsible for $1.7 billion of the $2.3 billion in insured losses in the affected states that year, according to <a href=\"https:\/\/www5.iso.com\/pcs\/app\/start.do\" target=\"_blank\">ISO\u2019s Property Claim Services<\/a>.<br \/>\nThen <a href=\"http:\/\/en.wikipedia.org\/wiki\/January_2015_nor%27easter\" target=\"_blank\">Juno<\/a>, the blizzard of 2015, struck. While not affecting as many communities as first predicted, the storm dumped up to two feet of snow and caused flooding in homes and businesses across New England. Once again, people are bracing for loss.<br \/>\nIt seems that again, the impossible happened. How can we predict the unpredictable and help our communities get back on their feet faster?<!--more--><br \/>\n<strong><br \/>\nCloud-based GIS Helps Model Impact<\/strong><br \/>\nOne company doing this is Esri customer and partner <a href=\"http:\/\/www.wsn.net\/\">Wall Street Network<\/a> (WSN), located in New York City\u2019s Financial District. The company uses the <a href=\"http:\/\/www.esri.com\/software\/arcgis\">ArcGIS platform<\/a> to create solutions that help clients, including risk managers at insurance and financial service companies, view and analyze information in a geographic context. This helps them better understand their risk when an event happens.<br \/>\nWSN staff has personal experience with catastrophic events, like many of their customers. They dealt with flooding and loss of power to their main offices from <a href=\"http:\/\/en.wikipedia.org\/wiki\/Hurricane_Sandy\">Superstorm Sandy<\/a> in 2012.  During that event, WSN engineers were able to continue helping their customers even when their main office was shut down. Like many organizations in the northeast, the travel restrictions enacted by state and local authorities, forced their staff to work from their respective home offices, nevertheless they continued to run models and create apps. When Juno hit, they were once again prepared.<br \/>\n<figure id=\"attachment_5178\" aria-describedby=\"caption-attachment-5178\" style=\"width: 640px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/02\/juno2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-5178\" src=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/02\/juno2-1024x576.jpg\" alt=\"\" width=\"640\" height=\"360\" \/><\/a><figcaption id=\"caption-attachment-5178\" class=\"wp-caption-text\">Understanding where snow accumulation was greatest during the Blizzard Juno helps organizations prioritize placement of resources.<\/figcaption><\/figure>\n<strong><br \/>\nPredicting Power Loss<\/strong><br \/>\nLester Pierre, the chief scientist for WSN explained to me: \u201cThe primary concern of our clients was the business interruption loss from this weather event.  What folks didn\u2019t plan for was the authorities putting a ban on travel. This forced many of our clients that require physical presence of workers and clients\u2014like the community banks, retailers, and small manufacturers\u2014to close their doors. That for many was an unforeseen factor that had the same impact as losing power.\u201d<br \/>\nMany of WSN\u2019s clients in the hard hit areas of Long Island, Connecticut, Rhode Island, and Massachusetts were interested in this insight.  To find out, Pierre and his team turned to their ArcGIS online-based solution <a href=\"http:\/\/www.xtremegis.com\/\">XtremeGIS<\/a> to answer their questions. They were able to predict outcomes for clients using prepared datasets in their model, including Power Outage Return Period (which provides an estimate of the percentage of households without power based on wind speed), Forecasted Wind Speeds, Forecasted Wind Gusts, Accumulated Snowfall, and Accumulated Ice.<\/p>\n<p class=\"size-full wp-image-4290\">The engineers at WSN then produced a risk index map at a county level scale for the Northeastern United States that rates each county on a scale of 1 (low risk) to 5 (high risk).<\/p>\n<figure id=\"attachment_4291\" aria-describedby=\"caption-attachment-4291\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-4291\" src=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/02\/XtrermeGIS-Juno-BusinessInterruption_600-Copy1.jpg\" alt=\"\" width=\"600\" height=\"538\" \/><figcaption id=\"caption-attachment-4291\" class=\"wp-caption-text\">A map of anticipated business interruption for the areas hardest hit by Blizzard Juno, based on models by WSN.<\/figcaption><\/figure>\n<strong><em><\/em><\/strong>\u201cOverall, the coastal areas in New England were a moderate risk and everywhere else was a low risk,\u201d said Pierre. \u201cBased on the reporting we saw on the news channels, the model fared well.\u201d<br \/>\n<strong><br \/>\nPlanning for a Hit to Profits<\/strong><br \/>\nUnderstanding how weather will impact business can help companies recoup lost profits, and workers make up for lost wages.<br \/>\n\u201cTake the Apple stores in New York City, for example,\u201d said Pierre. \u201cApple operates five stores in the City. The average daily receipts per store\u2014from a 2013 estimate\u2014are $200,000. Closing for a day means a loss of $1 million. What if New York City as a whole had shut down for the day? It could help to determine where resources might be focused in an effort to keep commercial districts open during adverse conditions. <a href=\"http:\/\/esrimedia.maps.arcgis.com\/apps\/Embed\/index.html?webmap=96986a042b914a3fac5d273f945ae83a&amp;extent=-75.6322,39.9142,-71.5754,41.6855&amp;zoom=true&amp;scale=true&amp;legend=true&amp;basemap_gallery=true&amp;theme=light\" target=\"_blank\">View the map<\/a>.<\/figcaption><\/figure>\nThankfully, according to Pierre, for most people, the event was more of a relaxing day off for many.  However, the cost to tax payers and the loss of tax revenue for the areas called out in the storm track will play out in the coming months.
