Within hours a single person can now conceive, create and distribute an app to millions of people. Thanks to the global internet, access and updating of these apps occurs automatically and constantly. Products can be prototyped, measured, improved and updated many times a day. A result of this rapid iteration is the increasing evolution rate and validation of product capabilities that minimizes time to market. <a href=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/09\/Agile_Process.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5837\" src=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/09\/Agile_Process.png\" alt=\"\" width=\"512\" height=\"319\" \/><\/a> Often referred to as \u201cagile development\u201d or lean, this process is a fundamental shift in how businesses achieve market adoption and customer satisfaction. By contrast, waterfall development historically meant long and disconnected cycles of requirements, design, development, testing and delivery that stretch interminably and often discover late in the process new opportunities or missing requirements. The cost of development and delivery time using waterfall processes can mean projects become \u201ctoo big to fail\u201d yet also fail to meet critical business and customer objectives.<!--more--><br \/>\nDespite the general acceptance of this new agile methodology by businesses, government has not effectively adopted such strategies. There are many valid reasons why government organizations must be more deliberate in their technology solutions &#8211; legal requirements, inclusionary capabilities, and formal policies may all direct software development. However too often these processes lead to numerous examples of <a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_failed_and_overbudget_custom_software_projects\">\u201cfailed IT projects\u201d<\/a> or <a href=\"http:\/\/www.nextgov.com\/cio-briefing\/2015\/02\/high-risk-list-government-it-projects-fail-too-frequently\/105063\/\">high risk programs<\/a>measuring millions or even billions of dollars in wasted resources.<br \/>\nThere is a tremendous opportunity for government to learn and adopt these iterative, evolutionary short-cycles in order to serve constituents more cost-effectively and efficiently.<\/p>\n<h2 id=\"agile_government\">Agile Government<\/h2>\n<p>The <a href=\"https:\/\/gds.blog.gov.uk\/\">United Kingdom<\/a> and <a href=\"https:\/\/twitter.com\/USDS\">United States<\/a>, by example, have created new <em>digital services<\/em> focused on creating an environment that is accepting and functional using agile development when possible. They are helping evolve government policy, culture, and IT practices to make it appropriate and effective to prototype and develop software solutions in short, iterative cycles. Along with <a href=\"https:\/\/18f.gsa.gov\/\">18F<\/a>, they are informing and affecting programs within government as well as vendors that support government.<br \/>\nThe <a href=\"https:\/\/playbook.cio.gov\/\">USDS Playbook<\/a> is a practical guide to building successful and modern technology projects. This playbook was as a set of requirements in a recent request, <a href=\"https:\/\/18f.gsa.gov\/2015\/01\/08\/creating-a-federal-marketplace-for-agile-delivery-services\">18F Agile BPA<\/a>, challenged organizations to concretely demonstrate their ability to apply open and user-centered agile development towards government solutions.<br \/>\nWithin three weeks, over 80 companies submitted rapidly developed prototype applications that used a new Open FDA programming interface. <a href=\"https:\/\/18f.gsa.gov\/2015\/08\/28\/announcing-the-agile-BPA-awards\/\">16 companies were recognized<\/a>for \u201c[delivering] amazing, working software in response to our RFQ.\u201d<\/p>\n<h2 id=\"gis_for_innovation\">GIS for Innovation<\/h2>\n<p>We were pleased to participate and be recognized as one of the top submissions to the RFQ. Our <a href=\"https:\/\/github.com\/esridc\/openfda\">Esri OpenFDA Prototype<\/a> is a prototype, but compelling demonstration of how an integrated platform enables quick and iterative delivery. Our concept was informative and explorable understanding of food and drug recalls that may impact a local community such as a school nutrition specialist, or a healthcare official tracking larger scale health issues.<br \/>\n<a href=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/09\/GSA_18F_Prototype.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-5838\" src=\"http:\/\/www.esri.com\/about\/newsroom\/app\/uploads\/files\/2015\/09\/GSA_18F_Prototype-1024x564.png\" alt=\"\" width=\"640\" height=\"352\" \/><\/a> Working entirely through Github as our collaboration hub, we designated <a href=\"https:\/\/github.com\/esridc\/openfda\/wiki#personas\">primary user personas<\/a> based on our experience in the health industry and connected with real people that could provide meaningful feedback. Then our designer created <a href=\"https:\/\/github.com\/esridc\/openfda\/wiki#wireframes\">low-fidelity user interface wireframes<\/a> that we tested in quick 10-minute interviews with our persona users. During daily standup meeting we reviewed the previous day progress, feedback from in-situ user testing, and new or modified development priorities for the day.<br \/>\nThroughout the project, it was apparent the value of an integrated GIS platform. With off-the-shelf applications and ArcGIS Online, we started visualizing the data and exploring application interfaces in mere hours. We also built a <a href=\"https:\/\/github.com\/esridc\/openfda\/blob\/master\/koop-docker\/README.md\">data adapter to the Open FDA interface<\/a> that converted into the GeoServices API. Our data team could iterate through these tools while the developers began a custom interface with our <a href=\"https:\/\/developers.arcgis.com\/javascript\/\">Javascript API<\/a> and <a href=\"https:\/\/github.com\/esri\/cedar\">open-source visualization<\/a>libraries.<br \/>\nUsing geography, we were also able to use the US Census demographics data to provide context. In this example, we analyzed the food and drug recalls by state, including the the overall affected population.<\/p>\n<h2 id=\"prototypes_to_production\">Prototypes to Production<\/h2>\n<p>Throughout the three week exercise, by performing daily check-ins we were able to measure our progress against the regular cadence. New information meant we could improve our overall project without threatening long delays or building unnecessary code.<br \/>\nThis experience demonstrates a very fast process to validate and demonstrate concepts. While this project stopped, it is indicative of the process we employ across the entire ArcGIS product platform. Many teams work in weekly sprint cycles and monthly or quarterly software releases that culiminate in <a href=\"http:\/\/www.esri.com\/events\/user-conference\">our yearly big releases<\/a>.
