In one recent example, a <em>Black Voice News<\/em> story featured a <a href=\"https:\/\/www.blackvoicenews.com\/america-oh-say-can-you-see\/\">GIS analysis of COVID-19 incidence<\/a> throughout California, cross-referenced with the prevalence of negative health factors in each area. The maps fulfill a core tenet of journalism\u2014to equip citizens with information that helps them make educated choices.\r\n\r\nFor Brown-Hinds, there\u2019s a deeper mission at play\u2014a centuries-long tradition of service and advocacy among the black press."},{"acf_fc_layout":"sidebar","layout":"standard","image_reference":null,"image_reference_figure":"","spotlight_image":null,"section_title":"","spotlight_name":"","position":"Right","content":"<h3><strong>Spotting Career Opportunities in Overlooked Communities<\/strong><\/h3>\r\nOnce Paulette Brown-Hinds recognized the power of GIS-based location intelligence to enrich stories about communities of color, she began looking for ways to connect young people from those communities with the technology, hoping to bolster their career prospects.\r\n\r\n\u201cThere are so many opportunities I started to learn about for people who have [GIS] expertise,\u201d she says. \u201cI started thinking, We need more people in our community exposed to the technology.\u201d\r\n\r\nHer first step was to rally a group of nonprofits, a university president, a small business liaison, and her team. \u201c[We] started to talk about how could we introduce GIS to our community.\u201d\r\n\r\nShirley Coates saw the value. Two years after she incorporated GIS into her curriculum at <a href=\"https:\/\/www.igniteleadershipacademy.net\/\">Ignite Leadership Academy<\/a>, more than 100 young women have added location intelligence capabilities to their repertoire of skills.\r\n\r\nAsked how that may help them in the future, Brown-Hinds points to employment trends. \u201cWhen we look at the visual storytellers, the data analysts, these are positions that the bigger media outlets are hiring for,\u201d she says.","snippet":""},{"acf_fc_layout":"content","content":"\u201cOur history is rooted in the demand for freedom and justice,\u201d she says. \u201cWe\u2019ve always seen ourselves as serving as a public defender of the civil and human rights of our community.\u201d\r\n\r\nSuch journalism complements a nationwide movement among individuals and businesses toward equity and inclusion. Following <a href=\"https:\/\/www.theguardian.com\/us-news\/2020\/jun\/10\/george-floyd-protests-what-happens-next\">global protests<\/a> spurred by the police killing of George Floyd and other people of color, businesses have pledged to strengthen their <a href=\"https:\/\/www.esri.com\/about\/newsroom\/publications\/wherenext\/csr-and-location-intelligence\/\">corporate social responsibility initiatives<\/a>, including those aimed at <a href=\"https:\/\/www.reuters.com\/article\/us-minneapolis-police-companies-insight\/u-s-companies-vow-to-fight-racism-but-face-critics-on-diversity-idUSKBN23H1KW\">bolstering equity and inclusion<\/a>. Local newspapers like <em>Black Voice News<\/em> have raised that issue for decades, often through maps that expose stark imbalances.\r\n\r\nIn Brown-Hinds\u2019s telling, newspapers like the <em>Black Voice News<\/em> \u201chave a duty to plead the cause of our communities. We also have a duty to give voice to the voiceless [and] keep a vigilant eye on those who have sworn to work for the public good.\u201d\r\n\r\nTo encourage more-accurate Census counts, Brown-Hinds and team rely on data and storytelling to power a <a href=\"https:\/\/mbccensuslab.org\/\"><span class=\"Hyperlink0\">Mapping Black California campaign<\/span><\/a>. For instance, they have created GIS-based maps that highlight areas of California at greatest risk of being undercounted. The data layers of one map reveal statistics on each county, including poverty rates, response rates for the last census, internet access, and a demographic breakdown. Armed with <a href=\"https:\/\/www.esri.com\/about\/newsroom\/arcnews\/better-data-and-visualization-foster-deeper-understanding-of-black-california\/\">this information<\/a>, residents and businesses in the area can amplify the importance of census participation in gaining local representation and resources.\r\n\r\nThe recent funding infusion will boost her team\u2019s efforts.\r\n\r\n\u201cThe grant will allow us to hire a journalist with GIS skills to produce additional COVID-19 stories and consult with our team to help them create more story maps and data visualizations,\u201d says Brown-Hinds, who recently served as the first African American to head the 130-year-old California News Publishers Association. \u201cThere is a focus on sustainability, so we are also able to hire a consultant to work with me on building a business model with more diverse revenue streams.\u201d\r\n<h3><strong>Business Model Rooted in Advocacy Helps US Census Find Hard-to-Count Populations <\/strong><\/h3>\r\nAdvocacy and community engagement also helped the consulting arm of Brown-Hinds\u2019s communications group win a contract to help California\u2019s Census office <a href=\"https:\/\/www.blackvoicenews.com\/2020\/02\/26\/california-census-2020-campaign-announces-partnerships-with-black-owned-and-operated-media-partners\/\">reach hard-to-count communities<\/a>.\r\n\r\nMinority populations have often been difficult to count. Many do not have strong trust in government and hesitate to answer census questions. But if residents don\u2019t stand up to be counted, lower-than-actual population tallies can mean fewer federal funds to meet the needs of their community.\r\n\r\nBrown-Hinds and team have also partnered with black-owned media outlets\u2014from local newspapers to a radio station owned by Stevie Wonder\u2014to promote the census and <a href=\"https:\/\/ognsc.com\/2020\/03\/19\/the-vibrant-city-church-works-to-show-everyone-counts-bakersfield-news-observer-spotlights-kern-county-2020-census-efforts\/\">motivate the black community to be counted<\/a>."},{"acf_fc_layout":"form","form_type":"aside","form_position":"Right","form_title":"STAY INFORMED WITH THE ESRI BRIEF","form_desc":"A biweekly email connecting senior executives and business leaders with thought-provoking articles on location intelligence and critical technology trends.","form_button_label":"Sign up now","form_content":"https:\/\/go.pardot.com\/l\/82202\/2017-10-12\/jw1bmb","form_tag":"low-commitment-form\/sign-up-form"},{"acf_fc_layout":"content","content":"<p class=\"Body\">It\u2019s an example of how advocacy can bolster residents\u2019 faith in a community-focused messenger like <i>Black Voice News<\/i>.<\/p>\r\n<p class=\"Body\">\u201cThis has been a substantial contract for our small team,\u201d Brown-Hinds tells <i>WhereNext<\/i>. \u201cWith this, we are also trying to show other media outlets how they can move into the digital world, although they're having to do it faster than they ever imagined because of the economic stress of the [COVID-19] pandemic.\u201d<\/p>\r\n\r\n<h3 class=\"Body\"><b>Family Tradition of Community Engagement<\/b><\/h3>\r\n<p class=\"Body\">The idea of corporate social responsibility seems to come alive in the companies led by Brown-Hinds and her family members. That\u2019s probably because the family is continuing a proud legacy of community engagement.<\/p>\r\n<p class=\"Body\">\u201cOftentimes we're telling the stories of the voiceless and those who have no power\u2014the underrepresented. I feel that that's one of the reasons that I'm here,\u201d Brown-Hinds says.<\/p>\r\n<p class=\"Body\">Brown-Hinds is proud of her family\u2019s tradition of social justice.<\/p>\r\n<p class=\"Body\">Her grandfather risked his life to register voters in North Carolina. Her mother\u2014Cheryl Brown\u2014served as a member of the California State Assembly and is currently on the California Commission on Aging. Her father, Hardy, left his sharecropper\u2019s life in North Carolina to become a community leader in Southern California, eventually becoming the first African American to serve as president of his local school board. He later founded California Black Media to help minority news outlets support each other.<\/p>\r\n<p class=\"Body\">Brown-Hinds, who earned a doctorate in African American literature and culture from the University of California\u2013Riverside, has expanded and modernized her family\u2019s efforts, in part by exploring digital technologies like GIS that help for-profit and nonprofit organizations advocate for the historically voiceless.<\/p>\r\n\r\n<h3><strong>A Newspaper Founded in Advocacy<\/strong><\/h3>\r\n<em>Black Voice News<\/em> was started by students at UC-Riverside in 1972. In 1980, it was purchased by Hardy and Cheryl Brown, who kept alive its sense of advocacy as a voice for the black community. Their daughter, Paulette, assumed control in 2013.\r\n\r\nHer efforts to use GIS and location intelligence to produce data-rich projects have earned the praise of Neil Chase, former executive editor of <em>The Mercury News<\/em> and current CEO of <a href=\"https:\/\/calmatters.org\/\">CalMatters<\/a>, a nonpartisan, nonprofit journalism venture that covers politics and the effect of policy making in California state government.\r\n\r\nIn addition to praising her work on Mapping Black California and <a href=\"https:\/\/www.arcgis.com\/apps\/MapJournal\/index.html?appid=6a0da4e58e7f4c97a2bd3c22b8ef1477\">Segregation by the Sea<\/a> and her interest in showing smaller news outlets the benefits of digital data and GIS-based analysis, Chase says he is amazed by how Brown-Hinds\u2019s work has brought her in contact with many in California journalism, politics, and foundations.\r\n\r\n\u201cShe's one of those people you come across everywhere you go in California,\u201d Chase says. \u201cEverybody knows her. Everybody asks if you know her. And she's one of these people who, by the time you get done having a conversation with her, will have suggested two other people you should talk to and made an introduction to one of them.\u201d\r\n\r\nBrown-Hinds attributes her relentless motion and diverse business pursuits to her childhood.\r\n\r\n\u201cMy husband says if I take one thing off my plate, I'm going to add two more. It's just the way I was raised,\u201d she says. \u201cYou never really sat, and you could never say you were bored. You just always had to be doing something.\u201d\r\n\r\nMindful of that energy and Brown-Hinds\u2019s wide-ranging knowledge of issues and people, Chase asked her to serve on the board of CalMatters. \u201cShe gets stuff done,\u201d Chase says. \u201cShe just seems to sort of step in and do things and not spend a lot of time worrying about it.\u201d\r\n\r\nShe also has begun to think about how GIS-powered location intelligence might help smaller news outlets pinpoint potential subscribers and help advertisers connect with the reader base. Some newspaper and media groups such as <a href=\"https:\/\/www.esri.com\/about\/newsroom\/publications\/wherenext\/star-tribune-serves-as-a-gis-consultant-and-research-partner\/\">Star Tribune Media Company<\/a> in Minneapolis even share location intelligence with potential advertisers to help them formulate marketing strategies."},{"acf_fc_layout":"quote","image":356031,"text":"Maps and location intelligence and understanding where you are and the importance of place\u2014especially in African American culture\u2014has been foundational.","author_name":"Paulette Brown-Hinds, Black Voice News ","author_profession_organization":""},{"acf_fc_layout":"content","content":"<h3><strong>Promoting Location Intelligence as a Career Path<\/strong><\/h3>\r\nAndre Loftis was a graphics artist who got to know Brown-Hinds while both were volunteering to help at-risk students. Soon he joined her staff and took part in the family\u2019s nonprofit history tours, which takes participants along a probable route of the Underground Railroad.\r\n\r\nAlthough Loftis knew a lot about his heritage, he felt transformed by the experience of standing beside remnants of safe houses and walking up steep paths in the footsteps of people who escaped bondage. \u201cIt gave me more appreciation for the people who risked their lives to find freedom or to abolish slavery,\u201d he says. \u201cWhen you finish that trip, the idea of civil service and helping your fellow man really stays with you.\u201d\r\n\r\nAfterward, Brown-Hinds asked him to create <a href=\"https:\/\/www.arcgis.com\/apps\/MapTour\/index.html?appid=4c58d41064114a638a94f31a2f61d676\">a story map of the trip<\/a>, and he became fascinated by the power of location intelligence and the flexibility of GIS technology. When he got involved in the <a href=\"https:\/\/mbccensuslab.org\/\">Mapping Black California<\/a> project, Loftis saw the potential for GIS analysis and visualization to complement many social justice causes, so he decided to go back to school to learn more.\r\n\r\nToday, he works for the California Department of Consumer Affairs, where he uses mapping and location intelligence to uncover patterns of fraud that take advantage of those with little power to fight back.\r\n\r\nHe recalls Brown-Hinds\u2019 leadership style as a mix of casual and demanding\u2014a person who speaks plainly without putting on airs, and someone who expects results. He also saw the perpetual motion that propels her to broaden her company\u2019s portfolio. \u201cBig things begin when it seems like we're just having a conversation,\u201d Loftis says. \u201cBut she's really trying to gauge people's interest in something she wants to launch.\u201d\r\n\r\nHe appreciated her willingness to delegate. \u201cShe's not over your shoulder reminding you all the time that she\u2019s the boss. She doesn\u2019t micromanage. She\u2019s just like, \u2018I recognize your skills, and I trust your skill set. I'm going to provide feedback, and let's get this done.\u2019\u201d\r\n\r\nLoftis says he always saw Brown-Hinds invest her energy wisely. \u201cShe's passionate about how her work affects the community, but she\u2019s resourceful. I think she's always worked so hard because she wants to make sure she\u2019s making a difference in her community.\u201d\r\n<h3><strong>A Practical-Minded Visionary<\/strong><\/h3>\r\nStephanie Williams, managing editor of <em>Black Voice News<\/em>, came to journalism later in life after nearly 30 years at AT&amp;T, often working in employee retention. When she retired from that career, she found a small newspaper and received on-the-job training as a news writer and editor. It was a good job, but it often felt repetitive. When she crossed paths with Brown-Hinds, she saw a person who looked to the horizon and drew maps to get there.\r\n\r\n\u201cShe\u2019s definitely an inspiration,\u201d Williams says. \u201cI'm 70 and I still feel excited about what's on the horizon, just because I see the efforts that she's putting into moving us as an organization into the future. But not only us, because she\u2019s setting an example for other members of the black media in California.\r\n\r\nThat work has taken on new urgency in the wake of George Floyd\u2019s death and subsequent demands for change. Brown-Hinds and the <em>Black Voice News<\/em> team plan to use data and location intelligence to illuminate the factors in play.\r\n\r\nThat might include publishing dashboards showing the percentage of municipal budgets allocated to law enforcement. With GIS technology, she says, journalists can view that data by city, with associated population data by race. That might identify situations where heavy policing tactics could be mitigated by budget allocations that instead provide services and resources for communities in need.\r\n\r\n\u201cIt\u2019s not just about the poverty index,\u201d she notes. \u201cIt\u2019s about the type of amenities that make a community livable and thriving.\u201d\r\n\r\nWilliams admires Brown-Hinds\u2019s gift for creating better communities through journalism and says she appreciates the nimble mind and never-say-quit approach to problems that Brown-Hinds displays.\r\n\r\n\u201cShe just says, \u2019If this door closes, what\u2019s another avenue? Let's just turn a different direction. We'll get this done. We just have to raise our level of thinking to find a solution.\u2019\u201d\r\n\r\nFor the communities that rely on <em>Black Voice News<\/em>, Brown-Hinds believes those solutions should be rooted in data-based analysis, rich storytelling, and a sense of place.\r\n\r\n\u201cOftentimes we're telling the stories that other people wouldn't tell,\u201d she says. \u201cI feel like that's why I've been put here.
