There are over 100 sites in the\u00a0<a href=\"http:\/\/dc.esri.com\/showcase\">ArcGIS Open Data site gallery<\/a>\u00a0for you to explore! \u00a0<\/em><em>The\u00a0<\/em><a href=\"http:\/\/blogs.esri.com\/esri\/arcgis\/tag\/site-of-the-week\/\">Site of the Week<\/a><em>\u00a0is a series that profiles one ArcGIS Open Data site each week.\u00a0<\/em><\/p>\n<p style=\"text-align: center\">&#8212;<\/p>\n<p style=\"text-align: left\"><a title=\"Muroran\" href=\"http:\/\/library.muroran.opendata.arcgis.com\/?locale=ja\" target=\"_blank\"><strong>January 26, 2015: \u3080\u308d\u3089\u3093\u30aa\u30fc\u30d7\u30f3\u30c7\u30fc\u30bf\u30e9\u30a4\u30d6\u30e9\u30ea (Muroran, Japan)<\/strong><\/a><\/p>\n<p>ArcGIS Open Data is available in 24 languages and sites around the world are taking advantage. This week we\u2019ll look at one foreign site from <a href=\"http:\/\/library.muroran.opendata.arcgis.com\/?locale=ja\" target=\"_blank\">Muroran, Japan<\/a>, which has over 20 datasets and counting. Process is incredibly important in any open data initiative, and since I can\u2019t read Japanese, let\u2019s look at what went into the site before it went public.<\/p>\n<p><a href=\"http:\/\/library.muroran.opendata.arcgis.com\/?locale=ja\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-45340\" src=\"https:\/\/www.esri.com\/arcgis-blog\/app\/uploads\/2015\/01\/muroran.png\" alt=\"\" width=\"487\" height=\"565\" \/><\/a><\/p>\n<p>Over three years, Muroran implemented a fully integrated enterprise GIS platform across all city departments where 1,200 employees could connect as users. Having ArcGIS Open Data as a built-in part of their platform made it easy for users to share data and make it available to the public, and required no extra budgeting. The ease of spinning up a site coupled with Muroran\u2019s dedication to transparency caused a quick implementation of ArcGIS Open Data, officially launched in October 2014.<\/p>\n<p>Opening up Muroran\u2019s data is seen as a duty to the city. Yukito Maruta, the Chief of the Information Policy Section, notes that the city \u201cowe[s] taxpayers for being able to produce the data\u201d\u2014 city data is considered publicly created and publicly owned. As such, all\u00a0of Muroran\u2019s datasets are explicitly licensed under a CC-BY license, noted as the most accommodating of Creative Commons licenses offered. As long as they attribute the city, users are free to use the data however they like.<\/p>\n<p>To encourage use, the city is\u00a0planning to further engage with citizens to capture their wants and needs as they move all public data to their ArcGIS Open Data site. Muroran knows opening data is just one step in creating an effective open data initiative, and as they participate in open data promotion councils and consortiums, they prove themselves to be a leader in creating a progressive initiative with a strong sense of responsibility and determination.<\/p>\n<p>Also, their whale is the best.<\/p>\n<p style=\"text-align: center\"><a href=\"https:\/\/www.esri.com\/arcgis-blog\/app\/uploads\/2015\/01\/whale.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-45347\" src=\"https:\/\/www.esri.com\/arcgis-blog\/app\/uploads\/2015\/01\/whale.png\" alt=\"\" width=\"226\" height=\"154\" \/><\/a><\/p>\n<p style=\"text-align: center\">&#8212;<\/p>\n<p>Stay tuned for next week\u2019s Site of the Week.
