Many organizations are using <a href=\"https:\/\/coronavirus-resources.esri.com\/\">maps and GIS data<\/a> to understand, manage, and communicate the location of community resources. Racially equitable COVID-19 responses are critical to identifying and supporting the unserved and underserved populations most at risk during this pandemic. GIS can help us support these underserved populations.<\/p>\n<p>Timely information about race and ethnicity is vital to assessing how COVID-19 and related measures are impacting vulnerable communities. A glance at the preliminary <a href=\"https:\/\/www.detroitnews.com\/story\/news\/local\/michigan\/2020\/04\/02\/michigans-covid-19-deaths-hit-417-cases-exceed-10-700\/5113221002\/\">data from Michigan<\/a> reveals stark inequities between racial groups. Similarly, in Wisconsin, the data shows that <a href=\"https:\/\/www.propublica.org\/article\/early-data-shows-african-americans-have-contracted-and-died-of-coronavirus-at-an-alarming-rate\">African Americans Have Contracted and Died of Coronavirus at an Alarming Rate.<\/a> In Louisiana, where about 1\/3 of the population is African American, <a href=\"https:\/\/www.nytimes.com\/2020\/04\/07\/us\/coronavirus-race.html\">70% <\/a>of people who have died from COVID-19 are black. Similar trends are appearing across the country.\u00a0 These trends are due to historical inequities in distributional, process, and cross-generational equity. Race, ethnicity, gender, socioeconomic status, sexual orientation, ability, and other demographic factors still determine health and economic outcomes. Moreover, social factors like race, ethnicity, and socioeconomic factors impact a thriving connection to one\u2019s geographic location. For marginalized populations in unserved and underserved communities, <a href=\"https:\/\/www.cdc.gov\/mmwr\/pdf\/other\/su6001.pdf\">inequitable access to determinants of well-being<\/a> leads to disparities across social indicators.<\/p>\n<p>Racial inequities in access to healthy and affordable food, high-quality healthcare, and human services create monumental disparities in health outcomes. These disparities are further exacerbated by disproportionate exposure to environmental contaminants and waste sites. Inequities in access to good-paying jobs, affordable housing, high-quality schools, and affordable daycare lead to disparities in <a href=\"https:\/\/cepa.stanford.edu\/educational-opportunity-monitoring-project\/achievement-gaps\/race\/\">educational attainment<\/a> and <a href=\"https:\/\/equitablegrowth.org\/how-rising-u-s-income-inequality-exacerbates-racial-economic-disparities\/\">economic prosperity<\/a>. Such inequalities are a<a href=\"https:\/\/www.nytimes.com\/interactive\/2019\/08\/14\/magazine\/racial-wealth-gap.html\"> legacy of hundreds of years of institutional and structural inequality<\/a> that persist in systems and structures that support racism. More precisely, this is due to a of lack of historical upstream investments in these communities where needs are greatest before COVID-19. A crisis exacerbates existing racial and economic inequality. A racially equitable COVID-19 GIS response takes current inequities into account and aligns actions accordingly. Meaning, it distributes resources equitably to support marginalized communities rather than equally across all populations regardless of need. An equitable approach allocates resources according to the greatest need instead of following a one-size-fits-all methodology.<\/p>\n<ul>\n<li>\n<h4>Health &amp; Environmental Inequalities<\/h4>\n<p>Disproportionate levels of environmental pollution affecting communities of color are indicative of equity disparities. One <a href=\"https:\/\/www.citylab.com\/equity\/2019\/05\/redlining-segregation-asthma-health-effect-research-data-map\/590143\/\">study<\/a> found that individuals living in neighborhoods redlined during the 1930s are more than twice as likely to go to the emergency room for asthma today. A <a href=\"https:\/\/ajph.aphapublications.org\/doi\/abs\/10.2105\/AJPH.2017.304297\">study<\/a> found that race, more than poverty, was the strongest predictor of exposure to damaging particulate matter in the air \u2014 particularly for African Americans. More specifically, these workers are disproportionately people of color and low income. For instance, <a href=\"https:\/\/www.nytimes.com\/interactive\/2020\/04\/03\/us\/coronavirus-stay-home-rich-poor.html\">many lower-income workers<\/a> cannot practice social distancing to the extent that wealthier, non-marginalized people can.
