Enclave Project Manager

Overview

Duties of this position involve team leadership and security administration responsibilities to support (1) the Professional Services components of the Esri.Tech Enclave (CMMC-certified) domain and (2) DoD classified systems developed under the RMF process. This position will often blend the roles of a system engineer and project manager to varying degrees during initiatives.  The review of security requirements in contract documents are also conducted by this individual to ensure that achievable terms are effectively negotiated with Professional Services clients.  This individual is an integral part of the team that ensures Esri secure enclave components are built and are operated to effectively comply with NIST requirements.

Responsibilities

• Work with a team to design Enclaves and develop monitoring procedures for them, based on documented System Engineering processes.
• Document requirements and design in a System Security Plan and related documentation suite.
• Participate in and facilitate engineering activities with other Esri IT teams, as well as customer-facing Professional Services teams that support systems, network, software development, and web services creation.
• Present and promote the design decisions to stakeholders, managers, and auditing teams.
• When discrepancies are identified in the implementation or operations of a Secure Enclave, escalate issues to the Enclave Program Manager and support actions to resolve discrepancies.
• Provide and support countermeasure mitigation recommendations for high risk areas in accordance with NIST and CMMC controls.
• Will hold one or more NIST-specified roles for Enclave Components such as Configuration Manager, Risk Assessment Manager, Vulnerability Assessor, Personnel Screening Manager, etc.
• Review security-related contract terms for Professional Services contracts applicable to general security and cyber security issues.

Requirements

• Bachelor’s Degree in systems engineering, information systems security, information technology, project management, or related field.
• 3 or more years professional or educational experience applying systems engineering methods to IT project implementation processes. These include requirements gathering/analysis, design, implement, test, audit, document, deploy, continuous monitoring and maintenance.
• Past work experience focused on creating and engaging others in the delivery/execution of technical engineered solutions as specified in proposals or other engineering documentation.
• Demonstrated experience in approaching problems using systems engineering and project management methods.
• Excellent coordination interpersonal, presentation, and leadership skills
• S. citizenship and willingness to obtain a security clearance

Recommended Qualifications

• Understanding of NIST 800 series, CMMC and/or DCSA RMF
• CompTIA Security + Certification
