Since the establishment of the First Responder Network Authority (FirstNet), Mr. Bratcher has been a key leader involved with the shaping of technology solutions for the Nationwide Public Safety Broadband Network (NPSBN). He led the formation of the FirstNet technology teams and the creation of the FirstNet Innovation and Testing lab located in Boulder, CO. Building from his success as the Chief Technology Officer (CTO), Mr. Bratcher was appointed to also lead Operations for the First Responder Network Authority as the organization transitions to the implementation of the NPSBN through their contract with AT&T.
Mr. Bratcher began his federal service in 2003 when he joined the National Telecommunications and Information Administration (NTIA) Institute for Telecommunication Sciences (ITS) located in Boulder, Colorado where he served as the Division Chief for the Telecommunications and IT Planning Division while also serving as the Technical and Operations Manager for the Public Safety Communications Research (PSCR) program.
Mr. Bratcher spent his early career in the private sector with Motorola Cellular and Siemens Mobile in their cellular field deployment engineering teams for domestic and international markets. Mr. Bratcher received a BS in Electrical Engineering from Texas Tech University and an MS in Telecommunications from Southern Methodist University.
