In February 2013, Deputy Michael Jones began researching a better way for his department to deal with quality-of-life crimes. Jones worked with agencies from around the country to form a program that fit San Bernardino County. Working with Sheriff McMahon and the Office of the Sheriff, a pilot program was implemented in July. In 2014, Jones was reassigned to the Homeless Outreach and Proactive Enforcement (HOPE) team to implement the program countywide. Jones worked with Esri to utilize technology to create several applications to better serve and connect the homeless population.
