Mr. Richard Reed brings over 30 years of government and industry experience in emergency and mission critical communications to the FirstNet leadership team. Mr. Reed joined FirstNet in early 2014 as the Director of State Plans, then became the Chief Customer Officer (CCO) shortly after. In these roles, he formed and led a team that successfully developed state plan templates, created through significant consultation and outreach efforts with the states, territories and public safety community. These plans were presented to 56 state and territory governors whom upon review, unanimously opted-in to the FirstNet network. In 2018 with FirstNet transitioning to the build and deployment of the NPSBN, Mr. Reed became the Chief Network Management and Operations Officer of the Nationwide Public Safety Broadband Network (NPSBN), overseeing the FirstNet Core, Radio Access Network and the Network’s Deployment, Operations and Evolution.
Prior to FirstNet, Mr. Reed worked for the Department of Homeland Security (DHS) Office of Emergency Communications (OEC), where he provided interagency support to FirstNet for development of the framework for user advocacy efforts and managed OEC’s technical assistance branch. While at OEC and like his roles with FirstNet, Mr. Reed worked closely with the public safety community to understand their needs and build impactful solutions. Mr. Reed proudly served in the U.S. Navy and Navy Reserves, with assignments in the White House Communications Agency and the Office of Naval Intelligence, he holds a B.S. in Business Management.
