ArcGIS Monitor is licensed based on the number of cores of ArcGIS Server and ArcGIS Server roles that are being monitored. For example, if your ArcGIS Enterprise deployment consists of an eight-core machine running ArcGIS Server and another eight-core machine running ArcGIS GeoEvent Server, you will need one license for ArcGIS Monitor (which monitors four cores) plus 12 additional cores.
