{"id":423292,"date":"2022-08-25T21:38:21","date_gmt":"2022-08-25T21:38:21","guid":{"rendered":"https:\/\/uat.esri.com\/en-us\/industries\/blog\/?post_type=blog&#038;p=423292"},"modified":"2022-08-25T21:38:22","modified_gmt":"2022-08-25T21:38:22","slug":"gis-broadband-conversation","status":"publish","type":"blog","link":"https:\/\/www.esri.com\/en-us\/industries\/blog\/articles\/gis-broadband-conversation","title":{"rendered":"Why GIS is a Part of Every Broadband Conversation"},"content":{"rendered":"<p class=\"undefined block-editor-paragraph\">Out of all the discussions around infrastructure, broadband efforts are one of the only ones incorporating GIS right from the start.<\/p>\n\n<p class=\"undefined block-editor-paragraph\">This is because governments know that in order to close the digital divide, they must first understand where gaps in broadband coverage exist, use spatial analytics to make smarter infrastructure decisions around where to investment, and decide what neighborhoods to prioritize to achieve equity.<\/p>\n\n<p class=\"undefined block-editor-paragraph\">Esri has released a collection of new ArcGIS Solutions called Broadband Outreach that are helping state and local governments take advantage of the funding and attention on broadband expansion. Many jurisdictions are already leveraging these tools and additional GIS capabilities to address broadband expansion. The following examples highlight four repeatable patterns we are seeing as governments leverage GIS to close the digital divide.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-1-understand-existing-broadband-coverage\"><strong>1) Understand Existing Broadband Coverage<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">Governments must first identify current service levels and establish baselines through accurate data collection. While the Federal Communications Commission (FCC) has released broadband availability&nbsp;data, this must be supplemented with more current and localized insight directly from residents and businesses in the community. Organizations like <a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/bridging-the-digital-divide-in-ohio-with-gis\">State of Ohio<\/a> are launching speed tests to collect more accurate internet speed data.<\/p>\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/bridging-the-digital-divide-in-ohio-with-gis\"><img loading=\"lazy\" decoding=\"async\" width=\"660\" height=\"610\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/08\/Ohio-broadband-speeds.jpg\" alt=\"\" class=\"wp-image-423302\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Ohio-broadband-speeds.jpg 660w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Ohio-broadband-speeds-300x277.jpg 300w\" sizes=\"auto, (max-width: 660px) 100vw, 660px\" \/><\/a><figcaption><em>Final analysis showed Ohio decision-makers that there were nearly 800,000 households with internet speeds below the FCC minimum of 25\/3 Mbps. And in Appalachian Ohio, 55 percent of the populated areas access the internet at speeds less than 10 Mbps for downloads and 1 Mbps for uploads.<\/em><\/figcaption><\/figure><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-2-gather-feedback-support-from-residents\"><strong>2) Gather Feedback &amp; Support from Residents<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">As governments survey their community on broadband access, they are also taking the opportunity to learn more about their community\u2019s needs and expectations. They are adapting the speed tests to gain more feedback including questions on current use, income level, household size, internet provider, and more. <a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/placer-county-california-advances-broadband-strategy\">Placer County, California<\/a> for example, incorporated questions around service levels of businesses versus residents, information on current providers, and demographics.<\/p>\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/placer-county-california-advances-broadband-strategy\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"485\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband-1024x485.jpeg\" alt=\"\" class=\"wp-image-423312\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband-1024x485.jpeg 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband-300x142.jpeg 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband-768x364.jpeg 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband-1536x728.jpeg 1536w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Placer-County-CA-\u2013-Broadband.jpeg 1912w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption><em>This dashboard was used by Placer County to display survey results from businesses and residents, to help inform decision makers on broadband needs.<\/em><\/figcaption><\/figure><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-3-apply-an-equity-lens\"><strong>3) Apply an Equity Lens<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">The COVID-19 pandemic drew massive attention to the significant gaps in broadband access and affordability. An effective broadband strategy must address where to spend dollars that make the biggest impact and address underserved populations. Many governments know there are disparities but need spatial analysis to show them more specifically which areas need the most attention. The <a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/assessing-digital-divide-in-wisconsin-with-accessibility-affordability-adoption\">Public Service Commission of Wisconsin<\/a> used coverage, demographic, and survey data to analyze areas and apply an equity lens to where they needed to improve accessibility, affordability, and adoption.<\/p>\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/assessing-digital-divide-in-wisconsin-with-accessibility-affordability-adoption\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/08\/wisconsin-arpa-broadband-initiative-case-study-1-1024x576.png\" alt=\"\" class=\"wp-image-423322\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/wisconsin-arpa-broadband-initiative-case-study-1-1024x576.png 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/wisconsin-arpa-broadband-initiative-case-study-1-300x169.png 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/wisconsin-arpa-broadband-initiative-case-study-1-768x432.png 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/wisconsin-arpa-broadband-initiative-case-study-1.png 1080w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption><em>Tracking survey results across the state allows Public Service Commission of Wisconsin to create a more complete picture of community needs, and the areas to prioritize to achieve equity.<\/em><\/figcaption><\/figure><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-4-partner-with-providers-to-quickly-expand-infrastructure\"><strong>4) Partner with Providers to Quickly Expand Infrastructure<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">After establishing a greater understanding of coverage, needs, and vulnerable populations, governments need to develop strategies to partner with providers and begin infrastructure expansion. The <a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/dubuque-using-gis-make-case-broadband-funding\">City of Dubuque, Iowa<\/a> was able to identify a specific project area that would result in service provider profit via increased customers and coverage, and would address community concerns about speed, access, cost, and equity.<\/p>\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/dubuque-using-gis-make-case-broadband-funding\"><img loading=\"lazy\" decoding=\"async\" width=\"519\" height=\"562\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/08\/Proposed-Fiber-Expansion-Plan.png\" alt=\"\" class=\"wp-image-423332\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Proposed-Fiber-Expansion-Plan.png 519w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/08\/Proposed-Fiber-Expansion-Plan-277x300.png 277w\" sizes=\"auto, (max-width: 519px) 100vw, 519px\" \/><\/a><figcaption><em>With a specific project area prioritized, the City of Dubuque found a provider who was willing to invest in their community.
