{"id":437152,"date":"2022-12-19T11:07:37","date_gmt":"2022-12-19T11:07:37","guid":{"rendered":"https:\/\/uat.esri.com\/en-us\/industries\/blog\/?post_type=blog&#038;p=437152"},"modified":"2025-05-06T23:39:34","modified_gmt":"2025-05-06T23:39:34","slug":"reflections-from-the-2022-esri-pacific-user-conference-plenary-session","status":"publish","type":"blog","link":"https:\/\/www.esri.com\/en-us\/industries\/blog\/articles\/reflections-from-the-2022-esri-pacific-user-conference-plenary-session","title":{"rendered":"Reflections from the 2022 Esri Pacific User Conference Plenary Session"},"content":{"rendered":"<p class=\"undefined block-editor-paragraph\">I had the pleasure of participating in the <a href=\"https:\/\/www.esri.com\/en-us\/about\/events\/esri-pacific-uc\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">2022 Esri Pacific User Conference<\/a> November 15-16 in Sacramento, California. The <a href=\"https:\/\/www.esri.com\/en-us\/about\/events\/esri-pacific-uc\/plenary\">plenary session<\/a> included wonderful presentations from customers. One was from Sacramento CIO <a href=\"https:\/\/www.linkedin.com\/in\/maria-macgunigal-23b30178\" target=\"_blank\" rel=\"noreferrer noopener\">Maria MacGunigal<\/a>. Another was from California GovOps Department Secretary <a href=\"https:\/\/www.govops.ca.gov\/about\/leadership\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amy Tong<\/a>. It was impressive to see two executives understand and evangelize the value of GIS to support government agency operations, particularly those operations that fall under the public works realm, which is my focus.<\/p>\n\n<p class=\"undefined block-editor-paragraph\">Maria\u2019s presentation followed the conference theme Mapping Common Ground and was entitled: Addressing Society\u2019s Most Pressing Challenges. An interesting note about Maria is that she has a Geography degree and started out at the City as the GIS Manager. She shared some statistics about the City\u2019s use of GIS:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>600+ GIS datasets<\/li>\n\n<li>142 datasets on the <a href=\"https:\/\/data.cityofsacramento.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Open Data site<\/a><\/li>\n\n<li>400+ GIS web services<\/li>\n\n<li>276 GIS apps used by City staff<\/li>\n\n<li>GIS integrates with nearly every City business system including CMMS, customer care, permitting &amp; licensing, animal care, asset management, public safety, transportation, and outside agencies like Sacramento County and <a href=\"https:\/\/www.sacog.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">SACOG<\/a><\/li>\n<\/ul>\n\n<p class=\"undefined block-editor-paragraph\">She highlighted the <a href=\"https:\/\/www.arcgis.com\/apps\/webappviewer\/index.html?id=f6d05d7f70d44fc1b3b8f79fcb15efed\" target=\"_blank\" rel=\"noreferrer noopener\">GIS integration with 311<\/a> and called it the, \u201cbiggest touch point with the community.\u201d You can view 311 data over time in <a href=\"https:\/\/www.arcgis.com\/apps\/webappviewer\/index.html?id=e93321716eef48339bd478ddd2fb7870\" target=\"_blank\" rel=\"noreferrer noopener\">this application<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"391\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/ezgif.com-gif-maker-8.gif\" alt=\"\" class=\"wp-image-437162\"\/><figcaption class=\"wp-element-caption\">Sacramento 311 GIS Application<\/figcaption><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">She reviewed the City\u2019s Equity Plan and the role of GIS in that effort including the use of the <a href=\"https:\/\/storymaps.arcgis.com\/stories\/bbe7dca60327442fbaaf1170dabacccc\" target=\"_blank\" rel=\"noreferrer noopener\">Sacramento Community Vulnerability Index<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"392\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/ezgif.com-gif-maker-10.gif\" alt=\"\" class=\"wp-image-437182\"\/><figcaption class=\"wp-element-caption\">Sacramento Community Vulnerability Index<\/figcaption><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">Other City GIS initiatives include battling illegal dumping, supporting drain inlet inspections, and supporting the streetscape inventory process in the field with real-time monitoring back in the office which helps plan workloads and better estimate costs.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"562\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/Picture8-1024x562.png\" alt=\"\" class=\"wp-image-437192\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/Picture8-1024x562.png 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/Picture8-300x165.png 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/Picture8-768x422.png 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/Picture8.png 1056w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Sacramento Battling Illegal Dumping with GIS<\/figcaption><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">Maria\u2019s presentation highlighted how the City relies on its GIS to help address their most pressing challenges and how it is a mission-critical, enterprise IT system that delivers significant business value.<\/p>\n\n<p class=\"undefined block-editor-paragraph\"><a href=\"https:\/\/www.govops.ca.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">GovOps<\/a> Secretary Tong spoke about the <a href=\"https:\/\/middle-mile-broadband-initiative.cdt.ca.gov\/\" target=\"_blank\" rel=\"noreferrer noopener\">middle-mile broadband initiative<\/a>, the state\u2019s multibillion dollar effort to help close the broadband digital divide by expanding the middle-mile network in just four years, and the role of GIS in this project. GIS project work includes mapping statewide the unserved and underserved communities, tribal lands, the difficulty in procuring building permits, and the <a href=\"https:\/\/experience.arcgis.com\/experience\/e2540ace2ac248ee8c3350aa39395342\/page\/Segments\/?views=Layers\" target=\"_blank\" rel=\"noreferrer noopener\">proposed 10,000 mile network<\/a>.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"800\" height=\"391\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/ezgif.com-gif-maker-11.gif\" alt=\"\" class=\"wp-image-437202\"\/><figcaption class=\"wp-element-caption\">California Statewide Construction Evaluation Map of 10,000 Miles of Proposed Build<\/figcaption><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">Both presentations by these executives showed how valuable GIS is to government organizations and the wide range of possible applications that deliver real business value. These are two prime examples of what GIS can help accomplish with executive leadership, sponsorship, and vision, along with dedicated staff, partners, and proper planning and strategy.
