{"id":439522,"date":"2022-12-29T22:26:10","date_gmt":"2022-12-29T22:26:10","guid":{"rendered":"https:\/\/uat.esri.com\/en-us\/industries\/blog\/?post_type=blog&#038;p=439522"},"modified":"2022-12-29T22:26:11","modified_gmt":"2022-12-29T22:26:11","slug":"the-best-of-gis-in-planning-in-2022","status":"publish","type":"blog","link":"https:\/\/www.esri.com\/en-us\/industries\/blog\/articles\/the-best-of-gis-in-planning-in-2022","title":{"rendered":"The Best of GIS in Planning in 2022"},"content":{"rendered":"<p class=\"undefined block-editor-paragraph\">Many times in this space, I have stated how inspiring it is to see the continued rapid integration of GIS into the planning profession.\u00a0 This feeling is deeply rooted in the early days in my career when GIS \u201cintegration\u201d was the planner standing over my shoulder and directing map production. I still occasionally hear, \u201dNo, Keith. We need a lighter shade of yellow for low-density residential\u201d in my sleep. Today, you don\u2019t have to look hard to see numerous examples of how far GIS has come from being a niche technology to a mission-critical business system in planning departments across the globe.\u00a0 This is certainly not an all-inclusive list, but I hope these examples will provide inspiration and ideas for you in 2023.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-3d-is-how-planners-think-design-and-analyze\"><strong>3D is How Planners Think, Design, and Analyze<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">3D is no longer a luxury.&nbsp; It hasn\u2019t been for the last decade.&nbsp; Obtaining 3D basemaps and designing developments in 3D are more attainable in more platforms than ever.&nbsp; I have cities and counties sending me their stories of how a district or an entire community was redesigned in a 3D environment.&nbsp; It provides a realistic way for planners, developers, administrators, and the public to view the impacts of a proposed development using real metrics.&nbsp;<\/p>\n\n<p class=\"undefined block-editor-paragraph\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/assessing-impact-new-developments-using-3d-gis-tools-lynwood-wa\" target=\"_blank\" rel=\"noreferrer noopener\">A great example of this at work is Lynnwood, Washington<\/a>. In December 2019, Lynnwood&#8217;s city council approved Northline Village, a high-density mixed-use residential complex, in anticipation of increased housing demand spurred by the announcement of the new Lynnwood Link rail station.\u00a0 To assess the impact of the new Northline Village development on the remaining, undeveloped portions of the City Center, Lynnwood sought the expertise of Esri partner <a href=\"http:\/\/hlplanning.com\" target=\"_blank\" rel=\"noreferrer noopener\">Houseal Lavigne<\/a>, a firm with digital twin and smart city experience. Houseal Lavigne&#8217;s approach would leverage the city&#8217;s existing GIS information and data to analyze and model\u2014in 3D\u2014two different scenarios. One was compliant using the city\u2019s existing development parameters. Another was realistic in creating denser development.\u00a0<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/lynnwood2-1024x576.jpeg\" alt=\"\" class=\"wp-image-439532\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/lynnwood2-1024x576.jpeg 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/lynnwood2-300x169.jpeg 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/lynnwood2-768x432.jpeg 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/lynnwood2.jpeg 1080w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">The two models, both created in <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-cityengine\/overview\">ArcGIS CityEngine<\/a>, and the dashboards made it possible for Houseal Lavigne to show the City of Lynnwood how the current building development maximum would curb redevelopment of the City Center area.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-civic-inclusion-is-the-evolution-of-traditional-public-engagement\"><strong>Civic Inclusion is the Evolution of Traditional Public Engagement<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">In the past, engaging the public for planning departments meant that oh-so-attractive re-zoning sign placed on a property, a planning commission meeting, or a town hall meeting.\u00a0 Civic inclusion moves beyond that dated approach towards a genuine partnership with the public. It provides modern ways for a greater number of people to understand proposed changes and voice their opinions.\u00a0 Just because someone can\u2019t be at an in-person meeting doesn\u2019t mean they don\u2019t care about the direction of their neighborhood.\u00a0 GIS is at the center of civic inclusion because geography is at the center of planning.<\/p>\n\n<p class=\"undefined block-editor-paragraph\"><a href=\"https:\/\/www.esri.com\/en-us\/lg\/industry\/government\/stories\/city-of-decatur-case-study\" target=\"_blank\" rel=\"noreferrer noopener\">Decatur, Illinois wanted to focus on remediating blighted neighborhoods<\/a> that had not been addressed during the downtown revitalization project a few years prior.\u00a0 This accounted for around a third of all properties within the city.\u00a0 City leaders found an opportunity to remedy this with the release of American Rescue Plan Act of 2021 (ARPA) funds, specifically, the State and Local Fiscal Recovery Funds (SLFRF) through the US Department of the Treasury. About $5 million of the award was set aside specifically for residential rehabilitation grants, which can be used by individual homeowners or landlords.\u00a0 GIS was used to engage the public to find out where the funds were needed the most.\u00a0 The city deployed ArcGIS Survey123 to allow residents to quickly and easily apply for money to rehabilitate their homes for projects such as a new roof, air conditioning, accessibility improvements, and structural repairs. By the end of the first week, they had over 400 applications from property owners.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"515\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/decatur1-1024x515.jpeg\" alt=\"\" class=\"wp-image-439542\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/decatur1-1024x515.jpeg 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/decatur1-300x151.jpeg 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/decatur1-768x386.jpeg 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/decatur1.jpeg 1085w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"undefined block-editor-paragraph\">To organize these surveys, the city created an ArcGIS Dashboard to convey the applications to city leaders.\u00a0 GIS will be used in the next phase of this project to track project status at properties across the city.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-creating-denser-developments-is-feasible-with-the-right-tools\"><strong>Creating Denser Developments is Feasible with the Right Tools<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">Changing demographics and demands for housing provide a new challenge for many planning departments.&nbsp; This is one of the reasons why zoning reform has been (and will continue to be) a subject moved to the center stage at many cities and counties.&nbsp; Saying you need denser development is less effective than helping residents visualize and analyze these proposed developments, so that they can see the impacts and benefits of them.&nbsp;<\/p>\n\n<p class=\"undefined block-editor-paragraph\"><a href=\"https:\/\/www.esri.com\/about\/newsroom\/blog\/3d-models-move-california-city-forward\/\" target=\"_blank\" rel=\"noreferrer noopener\">In Colton, California<\/a>, the city aims to reimagine its future through the creation of Hub City Centre, a marketplace inspired by the vibrant mix of live, work, shop, and play amenities of Santa Monica\u2019s Third Street Promenade to deliver commercial and residential growth. Using ArcGIS Urban, they built a 3D model of planned and existing development at the center, demonstrating how the mostly barren land could flourish into a lively community space. By creating a digital twin of Colton, city leaders could visualize the Hub City Centre plan with the proposed additions of housing, nature trails, restaurants, entertainment, parking, and other features.\u00a0 The townhomes (built at 25 units per acre) have been selling quicker than expected and multiple retailers have already signed on, based on the 3D models (and corresponding metrics) that have been created.<\/p>\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"582\" src=\"https:\/\/uat.esri.com\/en-us\/industries\/blog\/wp-content\/uploads\/2022\/12\/colton1-1024x582.png\" alt=\"\" class=\"wp-image-439552\" srcset=\"https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/colton1-1024x582.png 1024w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/colton1-300x171.png 300w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/colton1-768x437.png 768w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/colton1-1536x873.png 1536w, https:\/\/www.esri.com\/en-us\/industries\/blog\/app\/uploads\/2022\/12\/colton1.png 1594w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<p class=\"undefined block-editor-paragraph\"><a href=\"https:\/\/planning-department-state-college-borough-statecollegepa.hub.arcgis.com\/\">In State College, Pennsylvania<\/a>, the Planning Department has successfully implemented <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-urban\/overview\">ArcGIS Urban<\/a> to demonstrate the impact of proposed denser residential and mixed use developments in a borough that is constrained by geography.\u00a0 In addition, they\u2019ve been able to make these developments available to the public for review.  All stakeholders can visualize the existing and proposed developments together to offer input about the best path forward for this college town.\u00a0<\/p>\n\n<p class=\"undefined block-editor-paragraph\">And finally&#8230;<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-ai-is-knocking-at-the-door\"><strong>AI is Knocking at the Door<\/strong><\/h2>\n\n<p class=\"undefined block-editor-paragraph\">Ok, not literally.&nbsp; But, if you the only things you think of when you hear artificial intelligence is HAL 9000, K.I.T.T.
