At Providence Water, the answer increasingly comes from an enterprise geographic information system (GIS) that has grown far beyond its original role as a mapping tool.<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.provwater.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Providence Water<\/a> delivers clean, reliable drinking water to nearly 600,000 people across Rhode Island through more than 1,100 miles of water mains and approximately 80,000 service connections. Supporting that infrastructure requires accurate, accessible information that employees can trust when making decisions.<\/p>\n\n<p class=\"wp-block-paragraph\">Behind that information is a relatively small GIS team demonstrating that successful digital transformation depends less on organizational size than on clear vision, strong partnerships, and continuous improvement.<\/p>\n\n<p class=\"wp-block-paragraph\">GIS at Providence Water has evolved into an enterprise business system supporting engineering, operations, customer service, records management, asset management, and executive decision-making. Not pictured, Raymond Goins with IT.<\/em> <\/figcaption><\/figure>\n\n<h2 class=\"wp-block-heading\" id=\"h-gis-supporting-the-entire-organization\"><strong>GIS Supporting the Entire Organization<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Since 2008, GIS has evolved from a departmental application into an enterprise platform supporting engineering, field operations, customer service, records, and executive leadership. Following a period of planning and study from 2004 to 2006, Providence Water\u2019s first major GIS project, conducted from 2006 to 2008, acquired aerial photography, converted paper records and as-built drawings into digital assets, incorporated CAD plans, and established the organization\u2019s first GIS viewer.<\/p>\n\n<p class=\"wp-block-paragraph\">The geospatial division began with a database administrator, a GIS specialist responsible for data maintenance, and an engineering manager who recognized the transformative potential of GIS. These efforts established a shared source of infrastructure information and enabled employees to visualize, search, and better understand the transmission and distribution system.<\/p>\n\n<p class=\"wp-block-paragraph\">Throughout the 2010s, the division expanded to three GIS specialists as Providence Water\u2019s service area grew to encompass neighboring municipalities. Hansen, the primary asset management solution in the original GIS implementation, synchronized data with ArcGIS through third-party software. Maintaining separate systems created data discrepancies and delays of up to a month before completed fieldwork was reflected in GIS.<\/p>\n\n<p class=\"wp-block-paragraph\">In 2018, Providence Water transitioned from the nonspatial Hansen system to a spatially centered <a href=\"https:\/\/www.trimble.com\/en\/products\/trimble-unity-maintain\" target=\"_blank\" rel=\"noreferrer noopener\">Cityworks <\/a>application. This organization-wide initiative required collaboration across departments to document, redesign, and modernize critical workflows. GIS became the authoritative repository for infrastructure assets, while a mobile field solution replaced paper-based processes. As a result, GIS updates could be completed the same day work was performed, improving the timeliness and accuracy of enterprise data.<\/p>\n\n<p class=\"wp-block-paragraph\">By 2022, the division consisted of a GIS manager, a GIS supervisor, and four GIS specialists. In addition to processing hundreds of Cityworks work orders and managing infrastructure updates, the team supported internal and external mapping requests, data analysis, engineering, regulatory reporting, strategic planning, workflow development, data quality initiatives, mobile GIS, and enterprise solutions.<\/p>\n\n<p class=\"wp-block-paragraph\">As reliance on GIS grew, the division evolved from a data maintenance group into a trusted business partner supporting operational decision-making and organizational planning. The core GIS environment was built on <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/geospatial-platform\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">Esri\u2019s ArcGIS<\/a> platform and included ArcMap, an Oracle enterprise geodatabase, a geometric network, and <a href=\"https:\/\/enterprise.arcgis.com\/en\/server\/11.5\/get-started\/windows\/what-is-arcgis-for-server-.htm\" target=\"_blank\" rel=\"noreferrer noopener\">ArcGIS Server<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">Over time, Providence Water expanded its GIS use across engineering, operations, customer service, asset management, and records management. These additions increased the value of GIS but also added technical complexity, making it more difficult to maintain custom workflows, adopt newer ArcGIS capabilities, and support future growth.<\/p>\n\n<p class=\"wp-block-paragraph\">The need for change became more pressing as ArcMap approached retirement and the legacy geometric network reached the end of its technology life cycle. Providence Water recognized that replacing individual components would not be enough. The organization needed a modern GIS architecture that could support current business requirements, improve data management, and provide a sustainable foundation for future growth.<\/p>\n\n<p class=\"wp-block-paragraph\">Working with Esri partner <a href=\"http:\/\/www.dcse.com\/\">DCSE<\/a>, Providence Water developed a phased, one-year migration focused on three primary objectives:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Modernize the enterprise GIS while maintaining uninterrupted business operations<\/li>\n\n<li>Preserve integrations with mission-critical business systems<\/li>\n\n<li>Establish a scalable platform capable of supporting future innovation and expanding GIS throughout the organization<\/li>\n<\/ul>\n\n<p class=\"wp-block-paragraph\">The migration transitioned desktop editing workflows from ArcMap to <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-pro\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">ArcGIS Pro<\/a> while replacing the legacy geometric network with <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-utility-network\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">ArcGIS Utility Network<\/a>. Extensive planning, testing, data validation, and collaboration between Providence Water, DCSE, and business stakeholders ensured the new environment accurately represented the utility\u2019s infrastructure while minimizing operational risk.<\/p>\n\n<p class=\"wp-block-paragraph\">Unlike a traditional system replacement, the migration was performed while the existing GIS continued supporting daily operations. Employees still needed accurate infrastructure information for engineering design, maintenance activities, customer service, and emergency response throughout implementation.<\/p>\n\n<p class=\"wp-block-paragraph\">Business continuity therefore became a guiding principle for every phase of the project, allowing Providence Water to modernize its enterprise GIS while continuing to support essential services.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-preserving-enterprise-integrations\"><strong>Preserving Enterprise Integrations<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">For Providence Water, modernizing GIS extended beyond migrating infrastructure data. The enterprise GIS supported business systems used throughout the organization, making it essential to maintain those connections as the underlying architecture changed.<\/p>\n\n<p class=\"wp-block-paragraph\">One of the highest priorities was integration with Cityworks, which is widely used for maintenance activities, inspections, work orders, and construction documentation. Because these workflows depend on accurate GIS information, Providence Water upgraded Cityworks from version 15.8.3 to version 23.x as part of the GIS modernization. The newer version supported key components of the ArcGIS Utility Network architecture, including branch versioning and service-based access to the network. The upgrade was coordinated with the GIS migration to maintain compatibility with Utility Network and preserve critical work management workflows.<\/p>\n\n<p class=\"wp-block-paragraph\">The GIS modernization was completed before Providence Water began a separate initiative to replace its homegrown CSTAR billing system with a <a href=\"https:\/\/www.sprypoint.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">SpryPoint <\/a>customer information system (CIS). The legacy CSTAR environment had a limited connection to GIS, with custom scripts synchronizing certain data between the systems.<\/p>\n\n<p class=\"wp-block-paragraph\">The move to SpryPoint built on the modernized GIS foundation. GIS remains the authoritative source for the physical water distribution and transmission network, while SpryPoint manages customer accounts, billing information, and service addresses. SpryPoint accesses GIS spatial information through Web Map Service (WMS) connections, allowing customer-service users to view infrastructure alongside customer data.<\/p>\n\n<p class=\"wp-block-paragraph\">A separate custom integration between SpryPoint and Cityworks supports work associated with opening and closing curb stops. This allows customer-service activities to generate Cityworks work orders, improving communication, tracking, and recordkeeping between customer service and field operations.<\/p>\n\n<p class=\"wp-block-paragraph\">Together, these integrations allow Providence Water to maintain distinct business roles while sharing information where operational workflows require it: GIS provides authoritative information about the physical network, Cityworks supports work management, and SpryPoint manages customer and billing information.<\/p>\n\n<h2 class=\"wp-block-heading\" id=\"h-building-beyond-the-utility-network\"><strong>Building Beyond the Utility Network<\/strong><\/h2>\n\n<p class=\"wp-block-paragraph\">Completing the migration to ArcGIS Pro and ArcGIS Utility Network marked a significant milestone, but it was not the final objective. Instead, it established the digital foundation for expanding GIS throughout the organization and delivering new capabilities that improve daily operations.<\/p>\n\n<p class=\"wp-block-paragraph\">With a modern enterprise GIS in place, the GIS team began developing solutions that make authoritative infrastructure information more accessible, streamline internal processes, and support better decision-making across departments.<\/p>\n\n<h3 class=\"wp-block-heading\" id=\"h-modernizing-emap\"><strong>Modernizing eMap<\/strong><\/h3>\n\n<p class=\"wp-block-paragraph\">One of the first initiatives following the modernization was the redevelopment of eMap, Providence Water\u2019s enterprise web GIS application.<\/p>\n\n<p class=\"wp-block-paragraph\">Designed for employees who do not edit GIS data directly, eMap provides fast, intuitive access to infrastructure information through a modern web interface. The application serves as the primary gateway to enterprise GIS for users across the organization, enabling staff to quickly locate assets, review infrastructure information, and support day-to-day operations.<\/p>\n\n<p class=\"wp-block-paragraph\">The redesigned application, built in <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-experience-builder\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">ArcGIS Experience Builder<\/a>, introduced a streamlined user experience; enhanced search capabilities; and improved asset pop-ups, drawing and markup tools, responsive mobile support, and a unified interface that consolidated functionality previously spread across multiple applications.<\/p>\n\n<p class=\"wp-block-paragraph\">Today, engineers, operations staff, customer service representatives, inspectors, supervisors, and field personnel use eMap every day to access the organization\u2019s authoritative GIS from the office or field.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>\u201cSince moving to the new eMap application, I\u2019ve found it much easier to navigate and access the information I need. I can quickly locate an asset on the map and, with the click of a button, access the information associated with it. I also find it extremely helpful to have customer data and our historical distribution sheets readily accessible in one place. Not all GIS work fits within Cityworks workflows. The GIS team also receives requests for asset data updates, GPS measurements, custom maps, spatial analysis, data corrections, and GIS support for capital improvement planning and programs such as water quality and lead service line replacement.<\/p>\n\n<p class=\"wp-block-paragraph\">Historically, these requests were submitted through emails, phone calls, and informal conversations. Without a consistent intake and tracking process, it was difficult to prioritize requests, assign work, monitor progress, and measure workload and service delivery.<\/p>\n\n<p class=\"wp-block-paragraph\">To address this gap, Providence Water developed a GIS ticketing system using <a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-survey123\/overview\">ArcGIS Surv<\/a><a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-survey123\/overview\" target=\"_blank\" rel=\"noreferrer noopener\">e<\/a><a href=\"https:\/\/www.esri.com\/en-us\/arcgis\/products\/arcgis-survey123\/overview\">y123<\/a>, <a href=\"https:\/\/www.microsoft.com\/en\/power-platform\/products\/power-automate\" target=\"_blank\" rel=\"noreferrer noopener\">Microsoft Power Automate<\/a>, <a href=\"https:\/\/www.microsoft.com\/en-us\/microsoft-365\/sharepoint\/collaboration\" target=\"_blank\" rel=\"noreferrer noopener\">SharePoint<\/a>, and <a href=\"https:\/\/www.microsoft.com\/en-us\/power-platform\/products\/power-bi\" target=\"_blank\" rel=\"noreferrer noopener\">Power BI<\/a>. Employees submit requests through a standardized Survey123 form, which creates a ticket and initiates an automated workflow for logging, assigning, tracking, and communicating status.<\/p>\n\n<p class=\"wp-block-paragraph\">The workflow provides a consistent record from submission through completion. Automated notifications keep requestors, supervisors, and GIS staff informed, while Power BI dashboards provide visibility into request volume, status, workload, response times, and completion.<\/p>\n\n<p class=\"wp-block-paragraph\">Requests can result in field GPS measurements used to update an asset, custom maps for engineering projects, data corrections that improve enterprise GIS accuracy, or spatial analysis supporting capital improvement or lead service line replacement programs. Once completed, the resulting information becomes available to the broader organization through the enterprise GIS.<\/p>\n\n<p class=\"wp-block-paragraph\">By creating a dedicated process for GIS requests outside of Cityworks, Providence Water transformed an informal service process into a structured and measurable operation. From an engineering perspective, it provides an organized way to communicate project needs, priorities, and urgency across different levels of a project, helping keep requests clear and appropriately prioritized.\u201d<\/strong><em> \u2014Carolyn Diplan, Engineering Division Manager<\/em><\/p>\n\n<p class=\"wp-block-paragraph\">Modernizing Providence Water\u2019s enterprise GIS has produced benefits that extend well beyond replacing legacy technology.
