Commercial businesses of any size are eligible for an EA and are a cost-effective option for businesses in industries such as:

Utilities serving customers that have meter counts of 100,000 or less and $100M or less total funding may qualify for special, pre-packaged EA programs.

Packaged EA Programs
Commercial utilities serving customers that have meter counts of 100,000 or less and $100M or less total funding may be eligible for a specially priced, non-negotiable program.
There are two pre-packaged programs for commercial businesses:
- Small Utility EA program
- Electric, gas, water, wastewater, telecommunications, and cable utilities are eligible.
- Small Public Transit Agency EA program
- Transportation agencies are eligible.
- Small Utility Cloud-based EA program
- Electric, gas, water, wastewater, telecommunications, and cable utilities are eligible.
Pricing
Packaged Small Utility EA Programs have an annual fixed price based on meters served.
- Program Level One: Meter count up to 10,000
- Program Level Two: Meter count between 10,001 – 50,000
- Program Level Three: Meter count between 50,001 – 100,000
Packaged Small Public Transit Agency EA Programs have an annual fixed price based on total funding.
- Program Level One: Total Funding up to $10M
- Program Level Two: Total Funding between $10M - $50M
- Program Level Three: Total Funding between $50M - $100M
Packaged Small Utility Cloud-based EA Program has an annual fixed price based on meters served.
- Program Level One: Meter count up to 10,000

You can augment your Program EA with the following product add-ons (available for a nominal fee):
- ArcGIS Data Interoperability extension - Uncapped access to ArcGIS Data Interoperability software.
- Training - A 5% discount is available on Instructor-Led training to Small Enterprise Agreement Customers. Small Enterprise Agreement Customers now have the flexibility to purchase any number of training pass days, at a discounted price, in order to meet their training needs.
