Charlotte County, Florida, manages millions of public assets across public works, utilities, facilities, and community services. For years, asset information lived in silos, work orders were largely reactive, and damage assessment after major storms relied on limited visibility and manual processes. Work orders often captured addresses and completed tasks, but were not consistently linked to specific assets, limiting the county’s ability to understand asset condition, performance, and life cycle costs.
Recognizing that both daily operations and extreme events were impacting the same infrastructure, Charlotte County made a deliberate shift toward a geospatial enterprise asset management system built on ArcGIS Enterprise and integrated with Cityworks, Now Trimble Unity Maintain. That same enterprise foundation now supports a repeatable, scalable damage assessment workflow that activates during storms and feeds directly into work execution, Federal Emergency Management Agency (FEMA) documentation, and long-term capital planning.
Rather than treating a geographic information system (GIS) as a departmental tool or damage assessment as a temporary emergency activity, the county aligned under a single enterprise strategy focused on ownership, governance, and return on investment.
Building an Enterprise Asset Management Program
Charlotte County began formalizing its enterprise asset management program in 2021 with the development of an Asset Management Charter and Policy, later updated in 2024 following the completion of its Strategic Asset Management Plan. When Charlotte County began its transformation, there was no formal asset management program. Work orders existed primarily to bill for services, not to manage asset life cycles or inform planning decisions.
“We didn’t have an asset management program. We were reactive. Work orders were used for billing, not to manage assets,” said Tara Brady, strategic asset manager for Charlotte County.
To address this, the county established a countywide asset management policy, completed a maturity assessment, and developed a Strategic Asset Management Plan aligned with core asset management principles focused on value, alignment, leadership, and assurance. Governance was intentionally designed to be enterprise-wide, with centralized oversight within administration and departmental ownership.
Charlotte County also recognized that technology alone would not drive transformation. The county invested heavily in training, communication, and shared accountability. More than 45 staff across departments completed Institute of Asset Management certification training, creating a common language around asset management. Rather than forcing rigid workflows, the county focused on delivering practical solutions that could evolve over time. This approach increased adoption and data quality while building trust in the system, even as data maturity continues to evolve.

Today, Charlotte County has more than 20 staff dedicated to asset management across four infrastructure departments. Each department has an asset manager, Trimble asset management analysts, and GIS asset management technicians responsible for capturing, validating, and maintaining asset data. The asset data resides in the enterprise GIS environment, where ArcGIS Enterprise serves as the system for managing authoritative asset information, analyzing conditions, and supporting enterprise-wide decision-making. Trimble connects that insight to work execution by managing maintenance activities and tracking work orders.
“The strength of our GIS program is collaboration. We work across departments and systems to make sure the right data is governed, integrated, and available when people need it,” said Raju Gopinath, GIS manager for Charlotte County.

Extending the Enterprise Foundation to Damage Assessment
Charlotte County’s enterprise asset management system proved especially valuable during major storm events. Historically, leadership lacked real-time visibility into countywide damage, relying on calls from the field and delayed reports. Previously, damage assessments were completed using paper forms in the field, with fiscal staff and FEMA representatives reviewing damages on-site later to develop estimates. This process required significant manual effort, follow-up, and data compilation before a clear picture of impacts could be established.
“After a major disaster, you’re making critical decisions before you have a clear picture of what’s happening across the county. We needed a better way to get real-time damage information from responders and residents so we could see the impacts sooner and respond faster,” said Patrick Fuller, emergency management director for Charlotte County.
To address this, the county implemented a survey-based damage assessment workflow, using ArcGIS Survey123, that tied directly to enterprise asset data. Field teams collect standardized observations using mobile devices in the field, and those submissions are immediately available via interactive data visualizations built with ArcGIS Dashboards at the Emergency Operations Center.
“Survey123 became the gold standard for the county, not only for damage assessment, but anything involved with field survey,” added Gopinath.
ArcGIS technology also plays a critical role once assessments are submitted. Damage data is integrated into the county’s enterprise GIS environment, enriched with parcel and asset information, and shared across departments through dashboards, maps, and services. This creates a single, authoritative dataset used for FEMA reporting, internal coordination, property assessment, and recovery planning.
The workflow was first deployed rapidly and then refined over multiple storm events, including Hurricanes Ian, Helene, and Milton. Offline data collection became critical during Hurricane Ian when cellular service was unavailable, reinforcing the value of GIS-based field tools.
Connecting Damage Assessment to Recovery and Reporting
Charlotte County intentionally designed damage assessment as a staged enterprise process.
Within the first 24 to 48 hours, staff from the Sheriff’s Office, Fire/EMS, Public Works, Utilities, Facilities, and Community Services conduct windshield assessments in the field using Survey123 on mobile devices. These observations provide immediate, real-time visibility into damaged areas and help leadership determine where to deploy resources and how to communicate with the public.
Initial damage assessments are then completed within approximately seven days by departmental subject matter experts using specialized Survey123 forms. These include preliminary repair costs to determine whether damages meet FEMA reimbursement thresholds.
Within approximately 60 days, staff return to the field to complete detailed damage assessments. During this process, damage is validated, quantities are confirmed, and cost estimates are refined to support FEMA project documentation. ArcGIS plays a key role by linking damage records to the county’s asset register, ensuring that each assessment is connected to the correct asset, location, and supporting data.
A key differentiator in Charlotte County’s approach is the direct connection between damage assessment and work execution. Validated assessments are linked to Trimble Unity Maintain work orders, enabling labor, equipment, and material costs to be tracked by storm.
Storm events are established as named projects in Unity Maintain, allowing all related work to roll up into a single financial view. Fiscal staff can then generate reports that clearly document activities and costs by category.
Under the previous process, it typically took 90 to 120 days to develop a clear picture of damages and compile information for FEMA. The new process is expected to reduce that time frame to approximately 60 days by capturing more complete and structured information directly in the field.
The new workflow has eliminated paper-based processes and significantly reduced the need for manual data entry and post-event compilation. By capturing asset-specific details, photos, quantities, and locations in real time, the county has improved the accuracy and defensibility of damage estimates.
“By the time FEMA comes in, we already have the documentation structure in place,” said Brady.
What Other Counties Can Learn from Charlotte County
Charlotte County’s experience demonstrates that enterprise GIS is not about individual applications. It is about people, governance, integration, and trust in data. The lesson is clear: Focus on the outcomes you need and build the technology around them.
“If another county asked what made this successful, I’d tell them to focus on what data they are looking to capture as the outcome, then build the technology around that,” said Brady.
Rather than implementing separate systems for asset management, damage assessment, FEMA reporting, and recovery planning, Charlotte County focused on building a shared foundation that could support multiple workflows and departments. The county’s approach ensured the data was trusted, actionable, and aligned with long-term planning.
“Don’t wait for perfect data. Build something useful, let people see the value because if they don’t buy into it, the system doesn’t work. Always be willing to adapt and make changes as you progress,” continued Brady.
