Under a renewed three-year agreement, KCI is providing statewide inventory, inspection, and database management services for DelDOT’s Municipal Separate Storm Sewer System (MS4) and Best Management Practice (BMP) facilities. KCI is performing this work for DelDOT’s National Pollutant Discharge Elimination System (NPDES) program. The primary focus of the work is to improve stormwater quality through inventory and inspection of existing MS4 infrastructure. Field crews utilize a custom-developed data collection application built on ESRI’s ArcEngine 9.3.1 platform, performing inventory and inspection of the stormwater infrastructure. Sub-meter GPS units linked to rugged laptops are used to locate features, collect inventory data, and assess condition of both point features (manholes, inlets, outfalls) as well as linear features (pipes, ditches). At the end of each day, the field crew transfers the day’s data from the laptop to a centralized ArcSDE 9.3 / Oracle 10G database server. An ArcGIS Server 10.0 web application then serves the data out over the Internet for consumption by the clients and team members. The web application is used by KCI staff to perform quality assurance reviews of the data and to track progress. DelDOT will use the application internally to assist with maintenance planning activities, capital improvement programs, and meeting NPDES reporting requirements.
